In this paper, we have proposed a rule-based approach for generating relief action recommendations for an postearthquake disaster to provide them humanitarian assistance.it is intended to assist local administration to provide quick and efficient relief asset to affected area people which reduces the loss of lives by the more reliable way. It comprises of three-layerstructure. First an input and data pre-processing layer, a single level computation layer and a resource dissemination layer. The second layer relies on a disaster ontology that depicts the knowledge base of the system. The rule-based reasoning approach consists of knowledge-based and rule base, written in Jena rules to apply inference logic for the recommended actions to be taken.
