Streszczenie. Centralizacja systemu elektroenergetycznego stanowiła conditio sine qua non jego powstania. Dopełnienie procesu elektryfikacji oraz postęp technologiczny, za sprawą którego pojawiły się nowe możliwości produkcji energii elektrycznej, postawiły pod znakiem zapytania sens trwania przy dotychczasowej strukturze. W nowym ujęciu bezpieczeństwa energetycznego zmiany te mogą uchodzić za poważne zagrożenie dla państwa. Centralizacja jest również problematyczna w kontekście obronnym. Stąd też coraz większą popularność w świecie zdobywa model energetyki rozproszonej. Wydatnie wzmacnia go rozwój technologii fotowoltaicznych. Instalacje wykorzystujące promieniowanie słoneczne do produkcji energii elektrycznej są najtańszymi kosztowo inwestycjami w źródła zasilania w energetyce niezawodowej, a co za tym idzie stały się podstawą funkcjonowania na rynku energii wytwórcy -konsumenta, czyli tzw. prosumenta. Spadek ich cen związany z postępem technicznym i coraz większa popularność pozwoliły dziesiątkom tysięcy osób stać się producentami. Tempo tego wzrostu, szybciej niż można było się tego spodziewać, stało się zagrożeniem dla utrzymywanego od lat status quo w energetyce. Godzi w interes spółek energetycznych, których udziałowcem jest Skarb Państwa. Podmioty te są dla dzierżących władzę w państwie sił politycznych narzędziem sprawowania rządów i utrwalania pozycji. Osłabienie ich jest zagrożeniem dla panującego systemu politycznego. W rezultacie wszelkie inicjatywy i ruchy proobywatelskie związane z ideą "demokracji energetycznej" i modelem prosumenckim natrafiły na silny opór. Odzwierciedla się on m.in. w stanowionych przepisach prawnych i administracyjnych. Georgia, deprived of its own hydrocarbon resources, relies exclusively on the import. It has abstained from purchasing those from the Russian Federation for political reasons, which, combined with the lack of LNG terminal infrastructure, has led to the factual monopolization of crude oil and natural gas supplies from Azerbaijan. For geopolitical reasons, Georgia remains the only export route for Azerbaijan for these resources. Easy access to those resources due to its position as a transit state has an impact on the tempo of energy transformation in Georgia. On the one hand, the significantly lower than expected dynamics of the development of renewable energy sources, and on the other hand, the growing role of Azerbaijani national companies in the market of liquid fuels and natural gas in Georgia, are visible consequences of the emergent status quo.
