Some environmental changes (either natural or anthropogenic usually caused by leaving sustainable management of its natural resources) alter natural conditions to such an extent that individuals and entire communities are forced to leave their place of permanent residence and seek another that would provide them with at least the minimum subsistence level of living. Some of those journeys may be temporary and cover small distances; others may involve crossing the border of one’s homeland with no hope of ever coming back. Migrants struggle with not only their precarious financial situation, but also a wide range of legal and administrative difficulties, often compounded by social, cultural, religious, and political issues. Even though the number of people fleeing inhospitable environments is increasing every year, the international community and host countries refuse to grant them status to ensure due protection. This, however, does not relieve anybody from the obligation to search for a viable solution.

Środowisko jako universitas jest przede wszystkim przedmiotem manifestującym obecność Boga i przedmiotem zainteresowania ze strony człowieka. Od strony prawnej, jako universitas rerum, stanowi zespół dóbr materialnych i niematerialnych złączonych aktem twórczym i funkcjonalnością przeznaczenia.W obrębie prawa kanonicznego w tym universitas rerum można dostrzec autonomiczny prawny element odniesienia natury publicznej. Przyjmując ratio dyscypliny prawnej Kodeksu z 1983 roku, środowisko naturalne czasami można traktować jako autonomiczny przedmiot odniesienia prawa, a innym razem jako podmiot prawny, kiedy posiada charakterystyki wskazane w kan. 115 §3, szczególnie wtedy, gdy dotyczy to elementów odróżniających zarządzanie jednostkowe od kolegialnego. Wówczas można również mówić o istnieniu w prawie kanonicznym "prawa środowiska", obok "prawa do środowiska", w którym jako efekt tejże autonomii prawnej środowisko traktowane powinno być również podmiotowo. "Prawo ochrony środo-wiska" w doktrynie cywilistycznej łączy się z odmiennym traktowaniem go przez ekonomię, Piotr Krajewski 146 środowiska przyrodniczego. Wychodzi się z założenia, że ochrona środo-wiska naturalnego należy do zadań instytucji społeczno-politycznej, jaką jest państwo, a państwo realizuje swoje zadania poprzez obywateli. Wynika z tego, że obywatel-chrześcijanin nie może pozostawać obojętny wobec problemów bezpośrednio odnoszących się do całej wspólnoty obywateli, której jest przecież częścią. Taka postawa obywateli-wiernych to wyłącznie efekt odpowiedniej edukacji i wychowania, te z kolei, po części, wynikają z "programu" nakreślonego prawem i doktryną. Kwestia ekologiczna w prawie kanonicznymSpecyfika prawa kanonicznego 2 polega między innymi na ścisłej łącz-ności i zależności pomiędzy prawami człowieka i prawami wiernych w Kościele; inaczej mówiąc, prawa wiernych bazują na fundamentalnych prawach człowieka. Howsoever the term “environmental migrants” seems to be a neologism, a phenomenon of migration determined by changes in environmental conditions of life that has existed since ancient times. The element of newness results above all from the size and consequences of the mass of people's movements over shorter or longer distances. It turns out that both the causes and subsequent effects of these migrations are numerous, complex, and difficult to quantify. It causes many problems of organizational, administrative and legal nature, as it is not easy even to develop theoretical assumptions for institutions, joining environmental, social, economic and political factors.
The environment determines the existence of a man who nowadays is considered to be the main, sometimes the only protagonist of transformations. Man tied its existence with nature, depends upon it, but at the same time conditioned its existence from his good or ill will. He possess the tools and knowledge about the possibilities of its transformation and even annihilation. That is why he occupies a unique position in the universe. Efforts to protect the living environment must be multidirectional and coordinated. It is possible that in future modern biotechnology will be the solution for balanced development, which provides the possibility to exercise control over the economy and scientific research. Decision-making in this area involves the responsibility of international institutions, governments and citizens. Ergo, it is important that the development and use of modern technology, knowledge and skills, are performed in conditions which ensure maximum safety and without any rebounds to humans and their living environment.
