En este artículo abordamos el Programa de Reasentamiento de Personas Sirias Refugiadas (PRPSR) en Uruguay, implementado en cooperación con ACNUR en 2014, interrumpiéndose sobre fnales del 2015, y que tuvo como principales destinatarios a niños víctimas de la catástrofe humanitaria en Siria. A lo largo del texto problematizamos cómo un sector de la población refugiada-defnido en torno a la edad cronológica entendida como correlato de un momento específco y diferenciado del ciclo vital-se transforma en una categoría central en disputa. Focalizamos en la pugna entre los diferentes sentidos que se establecen para las categorías de niños y menores, las formas en que son reelaboradas en cada contexto y cómo están vinculadas a los procesos de asimilación proyectados. Proponemos que, por encima de los derechos humanos, lo que moviliza fnalmente las acciones en torno al reasentamiento es un fuerte impulso nacionalista que refuerza una identidad nacional: la uruguaya.
El artículo propone un análisis de los dispositivos de control de ingreso y regularización de la permanencia de población migrante en Uruguay. Presenta los marcos jurídicos y administrativos puestos en juego para “gobernar” un flujo de población escaso en términos regionales pero fuertemente tematizado como problema social. Propone visualizar las políticas migratorias vigentes como una serie de dispositivos, por un lado universalizantes y homogeneizadores en su énfasis en el acceso a la documentación; y por otro, restrictivos y excluyentes en el carácter territorializado de acciones como la imposición de visados y militarización de fronteras. A partir de esto, busca comprender la conflictividad entre diversos actores en el campo en torno a la definición de si existen o no políticas de integración con perspectiva de derechos para la población migrante. La propuesta parte de un ejercicio de reflexividad antropológica a partir del cual se analiza la participación de la investigadora en las disputas por la redefinición de una política migratoria inclusiva.
El artículo propone analizar los discursos mediáticos sobre refugio en Uruguay entre 2014/2018, con el objetivo de comprender las operaciones argumentativas e ideológicas que orientan el discurso de la prensa escrita de Uruguay para influir en la formación de los marcos interpretativos. Se analizan las editoriales y cartas de lectores de dos de los medios más vendidos en el país desde la perspectiva del análisis crítico del discurso. La metodología cuantitativa se construyó a partir de la elaboración de una base de datos (927 piezas en total) y la cualitativa en el análisis de contenido del corpus (13 piezas editoriales y 46 cartas de lectores). El artículo concluye que las estrategias discursivas apuntaron a imponer una agenda propia de los medios en torno a las consecuencias políticas de la recepción de refugiados “musulmanes” en Uruguay y a intervenir la agenda política del gobierno de izquierdas liderado por José Mujica.
