Conversion to organic farming, along with its associated driving forces and barriers, has been explored intensively over the past decade, while studies on the distribution and impacts of local socio-cultural processes in relation to conversion to and diffusion of organic farming have been scarce. The concentration of organic farms in Denmark differs according to county and, moreover, there appears to be large within-county variation in the density of organic farms. The present study explores local aspects of conversion to organic farming and the factors that may help explain variation in density and concentration of organic farms within smaller areas. The study is based on nine qualitative interviews with organic farmers from two neighboring areas, referred to as ''mainland'' and ''island,'' respectively. Three farms were situated in the high-density area (mainland) and the remaining six in the low-density area (island). Furthermore, five advisors with connections to the area provided information with regard to their local experience and perceptions. Three main, and to some extent interacting, issues are discussed. The first is the price of land related to local scarcity of land, in the context of structural development and the effects of agricultural policies. The second is distance -both physical and social. Cooperation and exchange of experience among organic farmers was frequent on the mainland side, while isolation and lack of interaction was more common for the island farmers. Third, the role of the agricultural advisory service and the existence of champion farmers are important: pioneer farmers on the mainland have been supported by committed agricultural advisors, while lack of organic champion farmers and low priority granted to organic farming among agricultural advisors were found on the island.
ABSTRACT. Nature quality in relation to farming is a complex field. It involves different traditions and interests, different views of what nature is, and different ways of valuing nature. Furthermore there is a general lack of empirical data on many aspects of nature quality in the farmed landscape. The present paper looks at nature quality from the perspective of organic farming, which has its own values and goals in relation to nature -the "Ecologist View of Nature." This is in contrast to the "Culturist View" characteristic of much conventional agriculture and the "Naturalist View" characteristic of the traditional biological approach to nature quality. This threefold distinction forms a framework for exploration of nature quality criteria in the farmed landscape. The traditional work on nature quality has mainly focused on biological interests based on a Naturalist View of Nature. In this paper we will explore how criteria for nature quality based on the Ecologist View can be developed and thereby feed into the ongoing discussion of the development of the organic farming practices. We suggest additional criteria for nature quality based on an Ecologist View of Nature: biodiversity; habitat diversity, extent and structure; functional integrity of habitats and agroecosystems; and landscape integrity, accessibility, and experientiality. The larger set of Naturalist and Ecologist criteria can provide a wider and more balanced basis for developing nature quality indicators that are relevant in the farmed landscapes. This broader approach to nature quality is also expected to benefit the general societal discussions and decisions on farming and nature.
This paper explores the localisation of organic farms in Denmark for the three years 1994, 1997 and 2001, on a county and parish level. Spatial concentration is found in counties with a high share of milk producers, but also in the counties, which contain the two largest urban centres. General regional specialisation of the agricultural sector in Denmark contributes to the explanation of concentration patterns of organic conversion, but other factors such as a regional favourable policy climate and support also appear to play a role. Major variations in concentration within regions are found, suggesting that local factors play an important role for the explanation of spatial patterns of organic conversion and diffusion.
PurposeThe purpose of this paper is to discuss the prospects of integrated planning and management of the environment in the context of the Water Framework Directive (WFD) and river basin planning.Design/methodology/approachThe paper analyses the legal framework of the WFD and other related water and environmental legislation as well as the provisions for integrative practice in the WFD. Moreover it analyses the potential for integration with issues that are not provided for in the WFD, such as land use. The procedural elements of the WFD and other EU legislation are analysed for identifying common elements within a modern consensus and efficiency based planning mode.FindingsThree aspects of the integrated management framework for water and other environmental resources are highlighted. The first concerns the need for interaction between spatial land use planning and the integrated river basin management plans of the WFD, in order to ensure that land‐use plans do not contradict water goals and that water planning also takes into account broader landscape related aspects. This demands the establishment of platforms for institutional interplay. The second is the need to integrate water goals into sectoral policies. This may be ensured by activating the impact assessment procedures for projects, plans and programmes which may have an impact on water resources and quality. The third concerns elements and procedures which are common to several pieces of legislations (e.g. management plans, monitoring, public participation), and which could benefit from the establishment of common databases, spatial information systems, and methods of communication.Originality/valueThe paper aims to identify key issues related to integration of the WFD with other environmental EU legislation, the associated challenges posed to water management and other environmental management institutions and procedures, and the information systems and methods which may facilitate the integration.
