The Brenner Eisenbahn GmbH (BEG) was appointed in 1995 to design and construct the new railway line in the Lower Inn Valley between the national border near Kufstein and Innsbruck. In the densely populated Inn Valley, large parts of the line with a planned speed of 250 km/h had to be run through tunnels. Near Jenbach, a semi‐quantitative process was used as part of a risk analysis for the decision between the variants of a shallow, mined special construction and a deep mechanically driven tunnel.
Die Brenner Eisenbahn GmbH (BEG) wurde im Jahr 1995 mit der Planung und Errichtung der Neubaustrecke im Unterinntal zwischen der Staatsgrenze bei Kufstein und Innsbruck beauftragt. Im dicht bebauten Inntal mussten große Teile der mit einer Spitzengeschwindigkeit von 250 km/h geplanten Strecke in Tunnellage errichtet werden. Im Bereich Jenbach wurde ein semi‐quantitatives Verfahren im Rahmen der Risikoanalyse zur Variantenentscheidung zwischen einer seicht liegenden, bergmännischen Sonderbauweise und einem tiefliegende Maschinenvortrieb angewandt.
Abstract. Mountain hazard risk analysis for transport infrastructure is regularly based on deterministic approaches. Standard risk assessment approaches for roads need a variety of variables and data for risk computation, however without considering potential uncertainty in the input data. Consequently, input data needed for risk assessment are normally processed as discrete mean values without scatter or as an individual deterministic value from expert judgement if no statistical data are available. To overcome this gap, we used a probabilistic approach to analyse the effect of input data uncertainty on the results, taking a mountain road in the Eastern European Alps as a case study. The uncertainty of the input data are expressed with potential bandwidths using two different distribution functions. The risk assessment included risk for persons, property risk and risk for non-operational availability exposed to a multi-hazard environment
(torrent processes, snow avalanches and rockfall). The study focuses on the
epistemic uncertainty of the risk terms (exposure situations, vulnerability
factors and monetary values), ignoring potential sources of variation in the
hazard analysis. As a result, reliable quantiles of the calculated probability density distributions attributed to the aggregated road risk due to the impact of multiple mountain hazards were compared to the
deterministic outcome from the standard guidelines on road safety. The
results based on our case study demonstrate that with common deterministic
approaches risk might be underestimated in comparison to a probabilistic
risk modelling setup, mainly due to epistemic uncertainties of the input
data. The study provides added value to further develop standardized road
safety guidelines and may therefore be of particular importance for road
authorities and political decision-makers.
Der vorliegende Beitrag beschäftigt sich mit bauherrenseitigem Projektkostencontrolling (PKC) bei Großbauprojekten unter Zuhilfenahme probabilistischer Methoden. Das dargestellte PKC-Konzept ermöglicht robuste Gesamtkostenprognosen und eine kontinuierliche Überwachung des Projektbudgets während der Planungs- und Ausführungsphase. Das Konzept basiert auf der in der ÖGG-Richtlinie Kostenermittlung für Projekte der Verkehrsinfrastruktur vorgegebenen Gliederung der Gesamtkosten, welche für die zusätzliche Anwendung in der Ausführungsphase fortgeschrieben wird. Um Unschärfen in der Kostenprognose mit ausreichendem Informationsgehalt zu berücksichtigen, wird das PKC-System mit aktuellen probabilistischen Methoden der Kosten- und Risikoanalyse verknüpft.
Basierend auf den Erkenntnissen aus der praktischen Anwendung des erarbeiteten PKC-Konzepts wurde ein Leitfaden zur Gewinnung sowie zur zyklischen Aktualisierung von relevanten PKC-Daten erarbeitet. Die Anwendung des entwickelten Leitfadens wird anhand eines Beispielprojekts unter Zuhilfenahme der Kostencontrolling-Software RIAAT demonstriert.
Die Erfahrungen aus der Anwendung des PKC-Konzepts und des Leitfadens zeigen den Mehrwert der Berücksichtigung von Kosten für Risiken und Marktentwicklungen in Sinne einer robusten Gesamtkostenprognose sowie Budgetpolitik. Die Anwendung von probabilistischen Methoden zur Berücksichtigung von Unschärfen erhöht die Aussagekraft der ermittelten Ergebnisse. Die detaillierten Ausführungen sowie die klaren Abgrenzungen der Verantwortlichkeiten, welche der Leitfaden vorgibt, helfen Fehler zu vermeiden sowie die Durchführung des Projektkostencontrollings effektiver zu gestalten.
