This article analyses the development of organic agriculture (OA) in Bulgaria. It especially examines the actors, relations, and structures that shape organic sector policies. The Bulgarian case shows that sectorial agricultural policies can originate without the direct representation of farmers. Due to the dominance of consultancy NGOs and academic institutions in the policy network, OA first appeared as a political rather than as an economic or social and agricultural topic. However, this specificity contributed to the weak development of the organic sector in the country. Ultimately, farmers became engaged in the policy network for the benefit of the sector when the EU implemented organic subsidies. The article is based on both qualitative and quantitative data and applies the policy network approach as the analytical framework. Our analysis contributes to enriching this approach by exploring the role of the state in terms of both political willingness and administrative capacity and shows that in a post‐socialist context, the policy outcome also depends on the synchronisation of these two roles of the state.
This paper discusses the question of how a particular legislative initiative is realised in post-socialist Bulgaria. Analysing the history of the Law on the Architects' Chamber I will outline the main processes observed both in the architect's profession and in political and legislative institutions, as well as the main mechanisms of interactions between policy makers and architects. The history of this legislative initiative, which continues during almost the whole period of post-socialist transformations, is presented in terms of a process going through four stages. This paper argues that, first, to understand the reasons for the occurrence of a law, the parties concerned (political and professional spaces) should be analysed as equal with respect to the solution of an issue (the occurrence of the law); second, that such a 'medial' analysis that does not prioritise a priori neither the political nor the professional sphere may help us understand how and why the above-mentioned Law is seen as a 'long' story during the period of post-socialist transformations. I have based my analysis on the concepts of 'segments' and 'linked ecologies'. I have also borrowed some ideas from existing research on the post-socialist transformations.
Тhe present conditions of business environment of the modern economy makes business processes management a difficult task for Bulgarian managers. In the context of accelerated digitalization of the market, Covid-19 pandemic environment, the presence of political and social imbalances in the economy and the pressure of the global trends in the economy, the Bulgarian business are experiencing a difficult times in its development. Providing well-structured and properly running and managed business processes are major economic problems of increasing relevance for the management of the furniture sector. The main goals of this empirical study are: 1. To track trends in the management of important furniture companies processes. 2. To show the usefulness of software and digital tools in improving the business processes towards their management. 3. To suggest recommendations to improve management of the processes in furniture companies. The study is performed in 71 of the planned 100 furniture companies, who have returned answers to the questions in full. The sample included enterprises, members of the Branch Chamber of Woodworking and Furniture Enterprises (BCWFE). Data is analyzed as total as well as by individual groups including comparative analyses. The analysis is made between the results obtained from the individual firms in the sample along with analyzing the overall survey results. Comparative analysis is used to display the steps and tendencies characterizing the applicability of the methodology Business Process Management (BPM) to improve the management of business processes in organizations from the furniture industry.
Currently, the share of healthcare services offered in Bulgaria is comparatively smaller than that in the European Union member states, however, the Bulgarian healthcare sector continues to be on the route towards the establishment of the new healthcare system. The leading activities in the sector are the provision of comprehensive healthcare services – improvement of health and disease prevention, outpatient medical assistance, hospital medical assistance (treatment, surgery and post-surgery services). The provision of well-structured and correctly organised business processes, as well as their management are basic economic problems with increasing significance for the management of the healthcare sector. The review of numerous literature sources, useful practices and statistical data shows that there are gaps in the methods pertaining to the issues related to the methods of perfecting the management of business processes within medical institutions. The main objective of this paper is: To present the current state of the management of processes crucial for the healthcare institution and also to prove the usefulness of software tools for perfecting business processes in order to improve their management. Based on this, proposals may be made in order to improve the management of business processes within the healthcare institution. The subject of this paper is the Urology Clinic as part of the management structure of a University Hospital. The data are analysed both in summary and in groups to which comparative analysis is applied. Together with the analysis performed on the study results, comparative analysis is also applied to the results provided prior to the introduction of the Balanced Scorecard (BSc) by the healthcare institution. The comparative analysis is used to find relationships which characterise the applicability of adapted methodology for perfecting the management of business processes through the Balanced Scorecard for the efficiency within the healthcare institution.
