The establishment of a democratic political system has been declared as one of the main priorities of Ukraine since gaining independence in 1991. Yet, three decades on, Ukraine’s democracy remains ineffective and superficial. It is thus productive—and apposite—to seek an alternative method for studying such a complicated and multidimensional problem. This article employs “causal layered analysis” (CLA), developed in Futures Studies to gain additional insight into the reasons for Ukraine’s incomplete and halting democratization. CLA aims to get to the underlying causes of problems and involves analysis at four “layers”: litany, system, worldview, and myth/metaphor. As we demonstrate here, this method can be fruitfully applied to better understand Ukraine’s democratization—or, rather, its lack of it. At the layer of litany, the main facts and data concerning democracy in Ukraine are summarized. The second—systemic layer—is related to the study of democratic transition based on the approaches of various academic disciplines and theories. The research at the third layer is concerned with interpretation of the problem within the framework of five worldviews. At the deepest layer, we identify and characterize some of the myths underlying the aforementioned worldviews. Based on these analyses, key problems are identified and prospects for the future democratization of Ukraine are outlined.
Стаття присвячена короткому огляду історії футурології, без якого практично неможливо зрозуміти завдання і особливості цієї міждисциплінарної галузі знань. З цією метою розкрито та охарактеризовано ключові ідеї, концепції і події на шляху розвитку футурології як окремої наукової дисципліни, виділено основних мислителів і вчених, яких можна вважати видатними футурологами свого часу. Всю історію становлення футурології розділено на чотири етапи, зокрема: витоки, зародження дисципліни, виникнення основних концепцій та інституцій, систематизація знань у відповідь на нові виклики глобалізованого світу. З-поміж витоків футурології виділено релігію, утопію, наукову фантастику, історицизм, а також досягнення соціальних наук у міжвоєнний період. Зародження футурології пов’язане з утворенням центрів дослідження і обговорення майбутніх перспектив людства у США та Європі на початковому етапі холодної війни. До найважливіших подій наступної стадії розвитку футурології зараховано заснування Всесвітньої федерації футурології та впровадження перших футуроорієнтованих університетських курсів і освітніх програм. Стосовно останньої стадії акцентовано увагу на проблемах технологічного домінування, дегуманізації та глобалізації, які можна вважати головними викликами для людства у теперішній час та актуальними темами для футурологічних досліджень. У висновках визначено основні завдання сучасної футурології, що пов’язані з критичною оцінкою реальності, виявленням тенденцій, а також створенням образів бажаного майбутнього.
The theory of postnormal times by Ziauddin Sardar is an attempt to explain the social processes occurring when traditional models, theories, and paradigms seem powerless in the face of looming challenges. Postnormal times are an intermediate period when old ideas, theories, and practices are dying and new ones have not yet been formed, and the whole world seems to be plunged into uncertainty and chaos. Privacy is one of the areas where the situation is considered to be already postnormal. Therefore, the article attempts to outline the current state and prospects related to privacy and personal data protection, based on the methodology developed within the theory of postnormal times. Complexity, chaos, and contradictions are the main forces propelling postnormal times. All of them are very perceptible in the sphere of privacy. In particular, the outcomes of the major current strategies for the legal protection of personal data are ambiguous and controversial. It relates to the consent of the data subject as one of the main legal grounds for personal data processing, as well as the use of data anonymization and pseudonymization techniques, or the introduction of mechanisms of external risk assessment. In addition, it is argued that in the present world there is a fundamental contradiction between privacy and underlying trends in business and governance, the causes of which are revealed by applying Lawrence Lessig’s theory of four regulators. Under such conditions, traditional ways of responding to challenges – turning back, increasing control and complexity of measures – not only contribute to normalization, but drive the system even further into a state of postnormalcy. It is accompanied by the exacerbation of identified critical contradictions and revealing of the new ones that increases the likelihood of collapse of the existing system of privacy protection in the near future. Therefore, it is necessary to develop and promote innovative approaches which include both reforms in the field of privacy regulation and efforts to change the external environment.
Over the last decades, developments in the fields of genetics and bioinformatics caused a marked increase in the processing of human genetic data by various companies and institutions. This results in the adoption of several international documents and the emergence of legal norms on the protection of genetic data. The paper examines how and to what extent the interests and rights of the data subject with regard to the processing of genetic data are protected in the European Union. It is concluded that under the GDPR this task is implemented through classifying genetic data as sensitive, reliance on anonymisation and pseudonymisation, as well as introduction of the procedure of data protection impact assessment. Nevertheless, given the unique characteristics of genetic data distinguishing them from other categories of personal data, these measures cannot be regarded as sufficient and effective. The paper argues that current EU data protection legislation creates favourable conditions for genetic research, thereby ensuring particular public interests, but does not establish a special regime for genetic data processing appropriate to potential threats in this field and risks to the rights of data subjects.
Розроблені у 1970–1980 рр. постіндустріальні теорії продовжують зберігати свій вплив і значущість для наукових досліджень, прийняття політичних рішень та формування домінантних у суспільстві уявлень про майбутнє. Водночас, поза увагою часто залишаються суперечності, закладені в основі цих теорій, та їхній неоднорідний зміст. Розвинутий у статті підхід розглядає постіндустріалізм як результат поєднання критичного аналізу суспільних процесів, що властиві минулому і теперішньому, з ідеологічними компонентами та образами майбутнього, котрі мають явні ознаки утопії. Виокремлення утопічних елементів із найвідоміших концепцій постіндустріального та інформаційного суспільства дає змогу зробити висновок про їхній тісний зв’язок із соціалістичними і технологічними утопіями доіндустріальної та індустріальної епох. Головні особливості постіндустріальної утопії зумовлені намаганнями її авторів узгодити власний ідеальний образ майбутнього, що радикально відрізняється від індустріальної дійсності, із притаманним індустріалізму лінеарним метапатерном та ідеєю безальтернативного прогресу.
