Глибокі суспільні перетворення, що останнім часом відбуваються в Україні, супроводжуються значними інституціональними змінами в системі публічного управління та його складовій – державне регулювання, зокрема в сфері цивільного захисту населення та територій. Сучасні механізми державного управління цивільним захистом, мають бути орієнтовані на стимулювання антикризового розвитку з метою забезпечення суспільних потреб, посилення ділової активності населення, забезпечення необхідного рівня соціального захисту та рівня життя населення, збереження культурної й природної спадщини. Проблема впливу різних негативних чинників, зокрема й ризиків, завжди актуальна в управлінні проектами. Практика управління проектами та програмами свідчить про те, що управління невизначеністю як частиною реального світу – це обов’язкова функція проектного менеджера, оскільки в умовах невизначеності проекти завжди мають фактичні додаткові втрати часу, фінансів, якості порівняно з плановими. Сучасний стан політичного, економічного, законодавчого середовища проектів та програм, що реалізуються на базі вітчизняних підприємств, організацій, компаній у різних сферах, мінливий, нестабільний, турбулентний. Високий рівень невизначеності як внутрішнього, так і зовнішнього середовищ проектів призводить до того, що керівник проекту повинен управляти ним в умовах високих ризиків, постійних змін, оперативно вирішувати проблеми у проекті, управляти конфліктами, боротися зі стресами, і навіть інколи вирішувати кризові ситуації у проекті. Головною метою цієї роботи є дослідження теоретико-методичних засад механізму державного управління соціальними проектами у сфері цивільного захисту. У статті досліджено історію становлення та розвитку соціального проектування, теоретичні та практичні підходи до його використання в державному управлінні у сфері цивільного захисту. Узагальнено існуючу класифікацію соціальних проектів. Оцінено особливості об'єкта проектування як соціальної системи. Визначено основні проблеми соціального проектування в державному управлінні соціальними проектами у сфері цивільного захисту.
The article is devoted to studying the current condition of state regulation over medical and biological emergencies in Ukraine and the development of proposals on the organization of more effective interaction between the institutional platform subjects. The urgency of the research lies in the fact that the current state authorities’ activities are inefficient and do not cope with the problem of exacerbation of COVID-19 disease level. Relevance is supplemented by the unpredictability of pandemic crisis development, requiring reforming the current medical support system. The study aims to develop recommendations on forming the institutional platform and effective system interaction between the participants of regulation in medical and biological emergencies. In the course of the study, general scientific knowledge methods are used and institutional platform modeling. As a result of the study, systematized information about the present state of state regulation defined recommendations for improving the current relationship between regulators. The study’s novelty lies in the improvement of the mechanism to ensure the interaction of subjects to combat emergencies of medical and biological nature. The study’s practical value consists of obtaining a set of recommendations, which can be implemented by public authorities responding to emergencies.
