Seed potato degeneration, the reduction in yield or quality caused by an accumulation of pathogens and pests in planting material due to successive cycles of vegetative propagation, has been a long-standing production challenge for potato growers around the world. In developed countries this problem has been overcome by general access to and frequent use of seed, produced by specialized growers, that has been certified to have pathogen and pest incidence below established thresholds, often referred to as certified seed. The success of certified seed in developed countries has concentrated the research and development agenda on the establishment of similar systems in developing countries. Despite these efforts, certified seed has had little penetration into the informal seed systems currently in place in most developing countries. Small-scale farmers in these countries continue to plant seed tubers acquired through the informal seed system, i.e. produced on-farm or acquired from neighbours or local markets. Informal seed tubers frequently have poor health status, leading to significant reductions in yield and/or market value. This review emphasizes the need to refocus management efforts in developing countries on improving the health status of seed tubers in the informal system by integrating disease resistance and on-farm management tools with strategic seed replacement. This 'integrated seed health strategy' can also prolong the good health status of plants derived from certified seed, which would otherwise be diminished due to potential rapid infection from neighbouring fields. Knowledge gaps, development challenges and impacts of this integrated seed health strategy are discussed.

Vegetatively propagated crop (VPC) seed tends to remain true to varietal type but is bulky, often carries disease, and is slow to produce. So VPC seed needs to be handled differently than that of other crops, e.g., it tends to be sourced locally, often must be fresh, and it is less often sold on the market. Hence, a framework was adapted to describe and support interventions in such seed systems. The framework was used with 13 case studies to understand VPC seed systems for roots, tubers, and bananas, including differing roles and sometimes conflicting goals of stakeholders, and to identify potential coordination breakdowns when actors fail to develop a shared understanding and vision. In this article, we review those case studies. The framework is a critical tool to (a) document VPC seed systems and build evidence; (b) diagnose and treat coordination breakdown and (c) guide decision-makers and donors on the design of more sustainable seed system interventions for VPCs. The framework can be used to analyze past interventions and will be useful for planning future VPC seed programs. ARTICLE HISTORY

Pathogen buildup in vegetative planting material, termed seed degeneration, is a major problem in many low-income countries. When smallholder farmers use seed produced on-farm or acquired outside certified programs, it is often infected. We introduce a risk assessment framework for seed degeneration, evaluating the relative performance of individual and combined components of an integrated seed health strategy. The frequency distribution of management performance outcomes was evaluated for models incorporating biological and environmental heterogeneity, with the following results. (1) On-farm seed selection can perform as well as certified seed, if the rate of success in selecting healthy plants for seed production is high; (2) when choosing among within-season management strategies, external inoculum can determine the relative usefulness of 'incidence-altering management' (affecting the proportion of diseased plants/seeds) and 'rate-altering management' (affecting the rate of disease transmission in the field); (3) under severe disease scenarios, where it is difficult to implement management components at high levels of effectiveness, combining management components can be synergistic and keep seed degeneration below a threshold; (4) combining management components can also close the yield gap between average and worst-case scenarios. In the coming decades, feeding the expanded global population nutritiously and sustainably will require substantial improvements to the global food system worldwide. The main challenge will be how to produce more food with the same or fewer resources and waste less. Food security has four dimenespecially the case in Africa wheresions: food availability, food access, food use and quality, and food stability. Among several other food sources, the potato crop is one that can help match all these constraints worldwide due to its highly diverse distribution pattern, and its current cultivation and demand, particularly in developing countries with high levels of poverty, hunger, and malnutrition. After an overview of the current situation of global hunger, food security, and agricultural growth, followed by a review of the importance of the potato in the current global food system and its role played as a food security crop, this paper analyses and discusses how potato research and innovation can contribute to sustainable agri-food systems comparing rural and industrial agri-food systems with reference to food security indicators. It concludes with a discussion about the challenges for sustainable potato cropping enhancement considering the needs to increase productivity in rural-based potato food systems that predominate in low-income countries, while promoting better resource management and optimization in industrial-based agri-food systems considering factors such as quality, diversity of products, health impacts, and climate change effects. Research and innovation options and policies that could facilitate the requirements of both rural and industrial potato-based agri-food systems are described.

Food security (a pressing issue for all nations) faces a threat due to population growth, land availability for growing crops, a changing climate (leading to increases in both abiotic and biotic stresses), heightened consumer awareness of the risks related to the use of agrichemicals, and also the reliance on depleting fossil fuel reserves for their production. Legislative changes in Europe mean that fewer agrichemicals will be available in the future for the control of crop pests and pathogens. The need for the implementation of a more sustainable agricultural system globally, incorporating an integrated approach to disease management, has never been more urgent. To that end, the Valorizing Andean Microbial Diversity (VALORAM) project (http://valoram.ucc.ie), funded under FP7, examined the role of microbial communities in crop production and protection to improve the sustainability, food security, environmental protection, and productivity for rural Andean farmers. During this work, microbial volatile organic compounds (mVOCs) of 27 rhizobacterial isolates were identified using gas chromatography/mass spectrometry (GC/MS), and their antifungal activity against Rhizoctonia solani was determined in vitro and compared to the activity of a selection of pure volatile compounds. Five of these isolates, Pseudomonas palleroniana R43631, Bacillus sp. R47065, R47131, Paenibacillus sp. B3a R49541, and Bacillus simplex M3-4 R49538 trialled in the field in their respective countries of origin, i.e., Bolivia, Peru, and Ecuador, showed significant increase in the yield of potato. The strategy followed in the VALORAM project may offer a template for the future isolation and determination of putative biocontrol and plant growth-promoting agents, useful as part of a low-input integrated pest management system.
