Conflicts over natural resources and property concern the distribution of entitlements to resources and social identities. The highlighting of this continuity enables the insertion of conflict into a broader historical and theoretical framework dealing with social change, as well as access to and control over resources. However, this reveals nothing about the discontinuity between tensions over natural resources and outbreaks of conflict involving physical and symbolic violence. Case studies carried out in Mali and Benin provide an empirical basis for the discussion of the following set of exploratory hypotheses: they stress the continuity between conflict and property within the frame of a theory of access to natural resources; they emphasise the plurality of actors involved in disputes over natural resources in African drylands beyond the farmer-herdsman configuration; and they see resource conflict, property and policy as a matter of persuasion, that is, representation and narrative.Les conflits sur les ressources naturelles et la proprie´te´concernent la distribution des droits sur les ressources et la de´finition des identite´s sociales. Mettre l'accent sur cette continuite´permet d'inse´rer le conflit dans un cadre historique et the´orique plus large touchant au changement social et a`l'acce`s et au controˆle des ressources naturelles. Toutefois, cela ne dit rien de la discontinuite´entre tensions sur les ressources et de´clenchement de conflits impliquant une violence physique et symbolique. A Samorogouan (Burkina Faso), les migrations des pasteurs ont été planifiées par un projet de la Banque Mondiale : le Projet d’Élevage Ouest Volta (PEOV). Avec l’agrément des autorités locales, le projet a délimité un vaste territoire (125.000 ha) dédié au « ranching » et à l’accueil des éleveurs qui ont fuit la sècheresse des années 70. Le projet a été retiré de la zone durant la Révolution sankariste de 1984. Aujourd’hui, pendant que l’emprise du défrichement augmente, de multiples conflits entre les éleveurs installés, la Justice, les services déconcentrés et les agriculteurs apparaissent à propos du statut de La zone.
Résumé Au Mali, le télescopage du processus de décentralisation au titre de la « bonne gouvernance » et des projets de gestion participative des ressources naturelles conduit à un modèle de « bonne gouvernance des ressources » dont la vocation est de remplacer ou de compléter le modèle villageois d’organisation de l’accès aux ressources. Cet article montre que la tentative non contrôlée d’un projet de mettre en place cette logique a été confronté au fait que les modèles politiques sous-jacents ont peu en commun. Ne prenant pas en compte les caractéristiques de la société locale, fonctionnant sur des modèles d’interprétation stéréotypés et des solutions préétablies, l’intervention du projet ne contribuera pas à mettre en place un espace public de diffusion et de négociation des règles. Elle favorisera plutôt le renforcement de rapports politiques autoritaires, et l’émergence de comportements opportunistes nouveaux.
