Cross-border initiatives are based on flexible co-operative networks and have many of the characteristics which the institutionalist perspective argues are often present in regions that have developed effective institutional forms. Transfrontier programmes involving local authorities in northern France and southern England are examined. The paper explores the significance of cross-border strategies for the development and restructuring of the role of local governance in institutional arrangements and territories. It also considers the interaction between cross-border spaces, the transnational spatial planning regions promoted by the European Commission and the emerging regional politics of South East England. This article presents an evaluation of the role of IT utilities in the transformation of academic library services. It begins with a brief overview of the historical development of academic libraries followed by a discussion of current challenges and opportunities for academic libraries. It then offers reflections on the changing role and focus of academic libraries, evident, for example, via the reduction of physical book stock and through an increased focus on collaborative learning spaces. The article also discusses examples of innovative technological developments for learning, data management and the impact of these on the academic library sector, including the need for library staff to develop new skills and roles such as "embedded" librarian roles. The article concludes with reflections on future developments and the role of IT Utilities.
The involvement of urban and regional governments in transnational cooperative arrangements and policy networks has led to considerable debate regarding the political and theoretical implications. This paper examines networking and cooperation between urban areas and regions in the UK and France with a shared sea border. Such cross-border cooperation involving local authorities in Europe is a growing phenomenon and has certain implications for the analysis of local and urban politics. Three study areas are examined in detail: the Transmanche region involving Kent County Council and the French region Nord-Pas-de-Calais; the Transmanche Metropole which includes Southampton, Portsmouth, Bournemouth and Poole in Britain and Caen, Rouen and Le Havre in France; the cooperative initiative between the English county of East Sussex and the French departements of Somme and Seine-Maritime. In all three case studies, the development of cooperation has been influenced by the availability of funds from the European Union Interreg programme which supports transfrontier networking. A number of political consequences of cross-border cooperation are identified. The implications of these policy initiatives for theories of urban politics are considered, including a discussion of the political and economic construction of competition and cooperation between cities and regions.
Purpose -The purpose of this paper is to clarify the ways in which students seek help in libraries, and their feelings about using library enquiry services. In this way, it should bring practical benefits to academic libraries seeking to design and introduce new forms of reference service. The paper also aims to touch on the issue of whether anonymity offered by digital reference services is likely to make more students ask for help. A major aim of this study is to find ways to encourage those students who need help, to seek it. Design/methodology/approach -This paper uses the results taken from 12 qualitative interviews with undergraduate students to examine these students' help-seeking methods and their use of academic library reference services. Findings -The study finds that the reasons for not using enquiry services were various and complex and included a lack of awareness of services, embarrassment or shyness, anxiety caused by mechanical barriers and affective barriers. The interviews revealed that shyness is more widespread than libraries might imagine and seemingly confident students can find asking for help embarrassing in some circumstances. Originality/value -This paper focuses on students' thoughts and opinions, and it is this student-centred approach which gives particular insight into the reasons students do not seek help. This adds to the body of qualitative research examining undergraduates' help seeking methods and provides practical advice for encouraging students to ask for help.
Purpose-The aim of this paper is to examine issues associated with user engagement on social media with local history in the north east of Scotland and focuses on a case-study of the Buckie and District Fishing Heritage Society, a small but very successful and professionally-run community based local heritage organisation. Design / Methodology-A qualitative approach using photo elicitation on social media was deployed in conjunction with analysis of the user interactions and the reach insights provided by Facebook to the page manager. Additionally, a focus group was used. Findings-The research, although focused on an individual case-study, offers significant lessons which are more widely applicable in the local history and cultural heritage social media domain. Key aspects include user engagement and how digital storytelling can assist in the documentation of local communities ultimately contributing to local history research and the broader cultural memory. The significance of the image and the photo elicitation methodology is also explored. Social Impact-The research demonstrates new opportunities for engaging users and displaying historical content that can be successfully exploited by community heritage organisations. These are themes which will be developed within the paper. The research also demonstrates the value of photo elicitation in both historical and wider information science fields as a means of obtaining in-depth quality engagement and interaction with users and communities. Originality / Value-The research explored the under-utilised method of photo elicitation in a local history context with a community possessed of a strong sense of local identity. In addition to exploring the benefits of this method, it presents transferable lessons for how small, community-based history and heritage organisation can engage effectively with their audience.
