The aim of this article is to present and discuss the situation regarding young people and youth policy in Spain via the parameters of the magic triangle linking policy, research and action: (1) the situation of young people in Spain today -some indicators are highlighted regarding the main challenges and opportunities for young people, with references to the so-called"Ni-Nis" (neither studying nor working)- and the movement of the"outraged" youth that occupied the streets of Spain"s major cities in May 2011; (2) the current approaches adopted by public youth policies in Spain and limitations and difficulties encountered by the government in attempting to meet the demands of young people; (3) social work with young people and professionals involved in youth policies. RESUMEN:Introducción. La Evaluación Participativa (EP) es una metodología híbrida que puede utilizarse de manera simultánea para investigar e intervenir en grupos y comunidades. Puede generar conocimientos nuevos sobre la realidad al mismo tiempo que posibilita cambios en las personas participantes y en su contexto sociocultural. Este proyecto de investigación, desarrollado a lo largo de tres años, trata de saber si los procesos de EP son útiles y apropiados para evaluar las acciones comunitarias y para generar aprendizajes que contribuyan al empoderamiento de las personas que los desarrollan.Método. La estructura metodológica de la investigación se plantea el diseño de procesos de Evaluación Participativa que se aplican a lo largo de un año en tres comunidades-caso seleccionadas. Los grupos motor configurados en cada una de ellas evalúan cuatro dimensiones de los Planes de Desarrollo Comunitario: contexto, evolución, funcionamiento y resultados; mediante diferentes técnicas y dinámicas grupales. A lo largo de este proceso los participantes identifican los aprendizajes realizados y estos son puestos en relación con indicadores de empoderamiento, usando cuestionarios, análisis de contenido y entrevistas semi-estructuradas. El desarrollo del proceso de EP en los tres casos analizados ha confirmado que la EP es una estrategia útil para valorar de manera participativa las acciones comunitarias de un territorio; para informar sobre ellas a las personas de la comunidad; y para tomar decisiones compartidas, sobre iniciativas para mejorar la acción comunitaria de un territorio. Los resultados obtenidos permiten comprobar asimismo que, a lo largo de la EP, se han producido aprendizajes en los participantes.Conclusiones. La implicación de las personas de la comunidad en la evaluación hace que ésta sea más útil, más justa y más válida; pero además, una cuarta consecuencia positiva de la EP es el empoderamiento. Esta comunicación tiene como objetivo justificar la utilidad de la animación sociocultural (ASC) como metodología de intervención socioeducativa en el ámbito comunitario, si apuesta de manera decidida por el empoderamiento de las personas que participan y las comunidades en las que se desarrolla. Desde esta perspectiva, la ASC se configura como un recurso óptimo para evitar o superar la resignación y promover mecanismos de superación personal y comunitaria ante situaciones de crisis, de falta de recursos o de ausencia de vitalidad social y cultural. Los autores presentan algunos de los resultados de una investigación llevada en España. Observan que la ASC genera una serie de aprendizajes que contribuyen a empoderarlas tanto a nivel personal como comunitario. El objetivo final es identificar cuáles pueden ser los indicadores y las evidencias significativas de este empoderamiento.
