PurposeThe purpose of this paper is to set out a structured meta‐methodology, named DIODE, for the ethical assessment of new and emerging technologies. DIODE has been designed by a mixture of academics, governmental people and commercial practitioners. It is designed to help diverse organisations and individuals conduct ethical assessments of new and emerging technologies.Design/methodology/approachA framework discussion paper was developed for consultation to ensure that DIODE addresses fundamental ethical concerns, has appropriate and manageable scope and is comprehensive in its ethical compass. The resulting DIODE meta‐methodology uses flowcharts and templates, encompassing the use of diverse tools and techniques.FindingsThere are two different angles for the ethical assessment of new technologies; a strategic/abstract angle and a project/application specific angle. DIODE includes two channels to accommodate this distinction. Early stage testing yielded positive feedback and mostly favourable comment. Additional guidance materials are being developed in response to the feedback.Practical implicationsWithout training and guidance, it is difficult for technologists to take ethical concerns into account during the development and deployment of new technologies. DIODE can provide that training and guidance through a practical meta‐methodology which should help ICT professionals, policy makers and academics.Originality/valueThere is very little structured methodology material available on the ethical assessment of new technologies. The depth and sophistication contained in DIODE is therefore believed to be unique. DIODE provides practical help while remaining rooted in the philosophical and theoretical concepts of ethics.
Innovative eHealth technologies and solutions are changing the way healthcare is delivered, raising many challenges regarding the ethical concerns that need to be addressed. There is a growing demand for tools that enable the assessments of the ethical impact in order to assure compatibility or highlight areas of incompatibility. This paper aims to address the ethical challenges that will arise during KONFIDO EU-funded project. KONFIDO project aims to develop tools and procedures to create a paradigm for secure inner and cross-border exchange of healthcare data in a legal and ethical way at both national and European level. The paper proposes an ethical framework that consists of a set of ethical principles derived from recent literature and European regulation and a supporting checklist. The ethical framework represents a concrete and practical guidance for healthcare professionals and developers in order to build ethically acceptable KONFIDO solutions.
Abstract:This paper takes a broad perspective on ambient, intelligent technologies in the context of contemporary European society at the turn of the 21'' century. The underlying ideas and expectations of ambient intelligence in a period when Europe focuses progressively on the various social, economic, and ethical challenges facing the Information Society are discussed. The use of information and communication technologies in different organizational and economic settings are explored, with an illustrative focus on eHealth. It is particularly argued that more space, effort and facilities need to be created for a public social and ethical debate among European's citizens with regard to information and communication technologies development.
