CASTRO (miguelcastro@esep.pt) Instituto Politécnico de Portalegre I. A COOPERAÇÃO TRANSFRONTEIRIÇA NO ALENTEJO. A partir de 1985, com os primeiros países da Europa Comunitária a assinarem o Acordo de Schengen, deu-se início à construção de uma fronteira comum à maioria dos países do continente. Concomitantemente, a União Europeia (UE)-onde muitos estados foram aderindo aos acordos de Schengen, iniciou uma abor-dagem ao território comunitário como um todo coerente, onde, o objetivo final, pretendia um espaço coeso onde as diferenças entre regiões fossem diminutas e a qualidade de-vida dos cidadãos e o acesso destes aos principais bens e serviços fosse mais igualitária. Numa primeira abordagem, foram óbvias as diferenças, de onde sobressaiam áreas nas quais a disparidade dos indicadores sociais e económicos para as médias comunitárias era expressiva: contrastava desde altos níveis de vida em termos de acesso a emprego, comunicações, bens culturais e consumo, capacidade econó-mica e infraestruturas de apoio ao bem-estar, até o seu oposto; nestes casos de-nominaram-se estas áreas de regiões deprimidas, periféricas ou ultra periféricas. Verdade óbvia resumia-se ao fato de dentro de uma dos blocos de maior capaci-dade económica e elevados níveis de bem-estar, encontravam-se territórios, com indicadores semelhantes aos dos países ditos "em vias de desenvolvimentos". Um número significativo destes espaços coincidia com áreas de fronteira entre países. Num processo de debordering interno, onde o significado de fronteira, como elemento de divisão e barreira, tende cada vez mais a esbater-se, alguns espaços (trans) fronteiriços evidenciavam características de periferias abando-nadas.
