Companies that manage mandatory pension funds are frequently accused of excessive fee taking. International analyses have found that in countries with legal caps, commissions remain within these caps; hence, market competition does not function. Surprisingly, there are few international cases where local regulators implement mechanisms to facilitate competition. The variety of auction mechanisms available raises the question of whether an optimal solution exists for this purpose. Therefore, in this study, we present evidence, based on a controlled regulatory experiment, on the fee-reduction potential of reverse auctions.JEL CODES: C91, C92, D44, H55
Streszczenie: Nowelizacja Prawa zamówień publicznych z 22 czerwca 2016 r. wprowadziła obostrzenia, jeśli chodzi o stosowanie ceny jako jedynego kryterium wyceny ofert w przetargach. Przetargi publiczne muszą więc mieć charakter wielokryterialny, a dominującą metodą wyłonienia ich zwycięzcy jest zastosowanie aukcji scoringowej -zwycięską ofertą jest ta, która otrzyma łącznie największą liczbę punktów z tytułu ustalonych kryteriów. Część organizatorów przetargów wykorzystuje w tym celu metody, w których liczba punktów uzależniona jest od względnej pozycji danej oferty, a szczególnie od najniższej, najwyższej lub średniej oferty złożonej w przetargu. Konsekwencją tego podejścia jest to, że uczestnicy działają w warunkach ograniczonej przejrzystości -składając ofertę, nie wiedzą, jaką liczbę punktów otrzymają. Przedmiotem artykułu jest analiza właściwości teoretycznych oraz przebiegu rzeczywistych przetargów na przykładzie algorytmu wykorzystywanego w przetargach organizowanych przez PKP PLK S.A.
