Studie zasazuje vznik a vývoj kárných pracovních táborů z doby druhé republiky a Protektorátu Čechy a Morava do kontextu preventivních policejních opatření, jež se na poli dobové kriminalistiky či kriminologie utvářela od počátku 20. století. Záměrně je přitom klade do souvislosti s kriminalizací „cikánů“ jakožto zvláštní součásti širšího obrazu „práce se štítících“. Právě proticikánský diskurz byl klíčový za druhé republiky při formulaci legislativních opatření k pronásledování „práce se štítících“, spolu s požadavky na vytvoření a fungování internačních institucí (táborů). Analýza rozmanitých pramenů úřední a policejní provenience naznačuje, že až do přelomu let 1941 a 1942 okupační orgány do procesu formulace opatření proti „cikánům“ prakticky vůbec nevstupovaly. Jejich formulace a uplatňování zůstávala v rukou protektorátní vlády a policejních úřadů. Pod povrchem dobové administrativní terminologie a žargonu policejních hlášení autoři studie odkrývají konflikty a napětí, které pramenily z odlišných představ a zájmů různých společenských skupin na perzekuci obyvatel označovaných jako „cikáni“ a „práce se štítící“. Cílem tohoto manifestu není vytyčit napříč historickou komunitou ostrou, bipolární nebo generační linii konfliktu. Chceme z čistě normativní pozice posoudit některé soudobé snadno pozorovatelné, ale často přehlížené trendy týkající se změn ve výuce historie na českých univerzitách a role historiků ve veřejném prostoru. Jsme přesvědčeni, že tyto dva fenomény jsou vzájemně propojené a že změny, které otevřeně nebo implicitně obhajujeme, by měly být přijaty v obou sférách najednou.
