Dans toute société multilingue, il y a controverse sur l'utilisation d'indicateurs sociaux voulant mesurer l'évolution linguistique de telles societes, surtout quant a leur role dans l'elaboration et la mise en oeuvre de politiques linguistiques. A titre d'exemple, en Belgique, la question linguistique a ete politisee a un tel point qu'il est, depuis 1947, impossible d'obtenir un recensement d'ordre linguistique (Levy, 1960;Verdoodt, 1973). La Commission Royale d'enquete sur le bilinguisme et biculturalisme (CRBB), instituée en 1963 pour faire enquete sur la situation du bilinguisme et du biculturalisme au Canada, s'est montree insatisfaite des indicateurs linguistiques utilises dans le recensement decennal canadien. La CRBB s'est plaint de la desuetude des donnees concernant la langue maternelle et a propose une nouvelle question qui permettrait de determiner la langue d'usage de chaque Canadien. A l'epoque, la seule mesure du transfert lin guistique qu'autorisaient les donnees du recensement canadien etait le rapport entre l'origine ethnique et la langue maternelle (cf. Joy, 1972). Cette mesure n'etait rien de plus qu'un resume de l'histoire linguistique du groupe ethnique au Canada et ne procurait aucune information a propos du taux des transferts linguistiques d'une generation a l'autre, pour les groupes de langue officielle (c'est-à-dire, 1'anglais et le français). Toutefois cette methode etait non seulement compliquee mais fondee sur des suppositions actuellement disputees (cf. Gryz, 1977). Le Canada n'a toujours pas une serie de mesures fiables et pertinentes ni de l'assimilation linguistique cumulative ni du transfert linguistique intragenerationnel. Meme si la CRBB a perçu le besoin très net de mesurer efficacement le transfert linguistique intra-generationnel, la mise en oeuvre des recommandations de la Commission a ete accomplie par l'inclusion dans le recensement canadien de 1971 de la question suivante: "Actuellement, quelle langue parlez-vous le plus souvent a la maison?
