Resumo Governo Aberto e Ciência Aberta são movimentos convergentes, uma vez que a pesquisa realizada nas universidades e nos institutos governamentais gera grande volume de dados, informações e conhecimentos. Como um fenômeno emergente, no entanto, há uma lacuna na literatura no que concerne à Ciência Aberta e seus reflexos nas organizações governamentais de pesquisa e desenvolvimento. Sob essa perspectiva, este trabalho tem como objetivo relatar a construção participativa do compromisso relativo ao tema ‘Inovação e Governo Aberto na Ciência’, assumido pelo Brasil em seu 4º Plano de Ação Nacional em Governo Aberto. A metodologia aplicada para a construção desse compromisso foi desenvolvida e executada pelo Grupo Executivo do Comitê Interministerial responsável pela Parceria para Governo Aberto no País. O 4º Plano de Ação Nacional da Parceria para Governo Aberto foi publicado em outubro de 2018, e as ações a ele associadas estão em andamento. Resultados preliminares evidenciam a instrumentalidade da Parceria para Governo Aberto para a construção de uma estratégia colaborativa em apoio à Ciência Aberta no Brasil, da qual participam os principais atores do sistema científico nacional.
Scientific communication has undergone deep transformations, since the emergence of Internet. Aiming to provide further thought on the evolution of scientific communication, this paper features a historical overview of the scientific communication advances over the last twenty years through a three-phase model for the evolution of the electronic journal and the preprints services, and presents Brazilian contemporary panorama for scientific communication. The three-phase model presented in this work is an adaptation of that one proposed by Tenopir et al. (2003) to describe the patterns of journal use by scientists since 1990. The early evolutionary phase followed the emergence of the first digital journals and the creation of repositories in the Web for publishing preliminary versions of scientific literature on the author’s initiative; by that time, most academics reproved electronic publishing initiatives. From 1996 and forward, in the consolidation phase, electronic journals were commonly identical to their print counterparts; the acceptance of the electronic format began to increase, and preprint services got underway in several disciplines. The advanced evolutionary phase started with the world discussion on open access to scientific information. The comparison of the current electronic journal with that viewed by enthusiasts in the first years of the 1990s shows that some aspects still remain to be improved in electronic formal and informal communication, towards effective dissemination of scientific information.
Em atendimento à Política de Dados Abertos do Poder Executivo Federal e à Lei de Acesso à Informação, a Empresa Brasileira de Pesquisa Agropecuária (Embrapa) iniciou discussões para a construção do seu Plano de Dados Abertos – um instrumento de planejamento para a implementação e a racionalização dos processos de publicação de dados abertos em organizações públicas. Esse trabalho visa relatar a estratégia geral que foi estabelecida para essa finalidade e os desafios que têm sido encontrados nos estágios preliminares de sua implantação. Como a abertura de dados por instituições de pesquisa no Brasil é ainda incipiente, espera-se que a experiência da Embrapa possa contribuir com iniciativas de organizações congêneres.
Abstract: This article presents the experience of the Brazilian Agricultural Research Corporation (Embrapa) – a large state-owned company that plays an important global role in research, development, and innovation for tropical agriculture – in the planning and implementation of Open Access to scientific information in the context of a developing country. The aim of this initiative is to provide the necessary mechanisms to capture, store, organize, preserve, retrieve, and widely disseminate the scientific information produced by Embrapa and by agricultural research communities. This report concludes with a discussion of the obstacles encountered and the organizational features, cultural considerations, and political matters that facilitate open access implementation at Embrapa.
O presente trabalho tem o objetivo de apresentar os esforços que estão em curso para a estruturação da Rede de Implementação Temática GO-FAIR Brasil Agro, sua relação com as iniciativas GO-FAIR Internacional e GO-FAIR Brasil. A importância dos pilares de mudança cultural, treinamento e infraestrutura também é destacada, bem como a proposta de objetivos da rede brasileira voltada para promover o compartilhamento e o reúso de dados de pesquisa em ciências agrárias, apoiado nos princípios FAIR. Como resultados, o trabalho mostra a trajetória percorrida até o momento e aponta para a elaboração de um Manifesto pactuado e construído através de participação das comunidades de Ciências Agrárias e afins.

AbstractThe paper aims to report on the main initiatives developed by the Brazilian Agricultural Research Corporation (Embrapa) on open access to scientific and technological information, as well as initiating the organization and availability of research data. For this purpose, a history is made, starting in 2008, when the Company, through an internal project, consolidated several actions in the scope of information management, especially the publication of its open access repositories (Alice and Infoteca-e). Next, more recent initiatives are described, such as the Open Access scenario developed within the framework of a strategic institutional project on data, information and knowledge governance, initiated in 2015 and finalized in 2017, which presented a series of guidelines to be observed on the theme by the managers and the community of Embrapa with the purpose of aligning it with the international trends.
