Durante muitos séculos, as catástrofes estiveram associadas apenas aos fenômenos de origem natura, como terremotos, tempestades, erupções vulcânicas, tornados, furacões, etc, porém o avanço do desenvolvimento tecnológico, a criação de novas indústrias, o uso de mais e maiores quantidades de substâncias perigosas, originaram um novo tipo de evento catastrófico, os acidentes tecnológicos, que são acontecimentos súbitos e não planejados, causadores de danos graves nos seres humanos e no ambiente. Precaução é um princípio que norteia as ações antecipatórias do homem com a segurança da integridade da vida humana e proteção do meio ambiente. O princípio da precaução ganhou relevância nas últimas décadas com a emergência dos riscos tecnológicos proveniente de atividades industriais, caracterizados genericamente por conhecimento científico limitado e incerto, pela sua natureza coletiva e involuntária, e por baixas probabilidades, mas danos potencialmente elevados ou mesmo irreversíveis. Neste sentido, temos uma mudança do paradigma de que a ciência é sempre absoluta e não questionável. À medida que ocorre o desenvolvimento tecnológico, também surgem novas percepções do risco que ainda não foram dominadas pela ciência, mas que devem ser levadas em consideração, visto que podem prevenir novos acidentes tecnológicos. Por este motivo, o princípio da precaução é uma ferramenta de extrema utilidade pública, visto que seu uso na gestão de riscos pode prevenir acidentes tecnológicos, trazendo mais segurança à população nos quesitos ambiental, social e econômico.
A cidade de Paranaguá é a maior contribuinte econômica da região litorânea do estado Paraná, sendo o Porto Dom Pedro II o protagonista desse cenário. A atividade portuária da cidade gera renda e emprego, mas, também riscos à população. Foram levantados 17 acidentes ocorridos na área portuária através de registros históricos referentes ao período entre 1992 e 2018. Entre os riscos, oriundos da movimentação e armazenamento de substâncias químicas em portos, merecem destaque as incompatibilidades químicas que podem provocar explosões e/ou incêndio. Esse estudo teve como objetivo contribuir no entendimento dos riscos a população e ambiente locais, através da identificação e avaliação das interações entre as substâncias químicas, movimentadas no porto de Panaguá/PR, tendo um potencial risco de incompatibilidade entre elas e possibilidade de acidentes. Os dados analisados sobre as substâncias foram obtidos de relatórios Line up e do Plano Mestre do Porto. Foram produzidos quadros de correlação entre os berços para evidenciar as incompatibilidades identificadas através da literatura. Obteve-se nesse estudo 200 pontos de incompatibilidades químicas na movimentação de substâncias químicas na área portuária, que apresentam-se nas proximidades de áreas residenciais. A possibilidade de explosão e contaminação atingirem pessoas e estruturas dessa área residencial coloca essa população em risco. O desenvolvimento, o uso, as incompatibilidades e o constante debate sobre tecnologia são temas presentes em sociedades de risco. O risco se apresenta em situações ou áreas em que existe a probabilidade de ocorrer algum tipo de perigo ou desastre com uma população considerada vulnerável. Os acidentes são considerados a ampliação e manifestação dos riscos. Dessa forma, acidentes tecnológicos são originados na amplitude dos riscos tecnológicos. A cidade de Paranaguá, no litoral do estado do Paraná, tem como principal atividade econômica a portuária. O Porto Dom Pedro II movimenta muitos materiais como mercadorias, alimentos, fertilizantes e grãos, provendo renda e emprego na região. A Zona de Interesse Portuária (ZIP) se localiza adjacente às áreas residenciais, de forma que eventos que ocorrem em um local podem atingir outros. A movimentação e armazenamento de substâncias químicas no porto ou na ZIP gera risco de explosão e incêndio que ameaça a população do entorno. Este estudo teve como objetivo estudar a possibilidade de incêndio e explosão gerada por vapor (BLEVE - Boiling Liquid Expanding Vapor Explosion) de duas empresas da ZIP e suas consequências na sociedade residente nas proximidades. Através de dados de Relatórios Line up portuários e da simulação de acidentes pelo software ALOHA foram obtidos os efeitos em áreas a partir de possível explosão. Foram determinadas as zonas: potencialmente letal em até 951 metros; com queimaduras de segundo grau em até 1,4 km; e com efeitos de dor em até 2,1 km. Todas as três zonas atingem áreas residenciais, colocando essa sociedade em risco.
O crescimento industrial/portuário no município de Paranaguá (PR) gerou grande expansão da área urbanizada da cidade, ocorrendo uma proximidade entre os usos portuários e residenciais, verificando-se a necessidade de identificar e avaliar a exposição da população local aos riscos de incêndio e explosão relacionados com o armazenamento e manuseio de substâncias inflamáveis em usos de maior potencial poluidor. Considerando-se os elementos do Planejamento da Paisagem, os locais foram identificados e classificados por meio de trabalho de campo e espacializados nos usos mencionados, conforme grupo de substâncias inflamáveis, na escala 1:15.000. As classes utilizadas foram gases e vapores, poeiras e fibras e seus subgrupos, os tamanhos piloto (até meia quadra) e industrial/portuário e residências próximas ou não, quando fosse possível visualizá-las durante o trabalho de campo. Os resultados demonstraram que quanto maior o efeito destruidor da classe de substância, também é maior o uso residencial próximo, aumentando o risco que a população está exposta, assim como a exposição dos demais usos residenciais, sendo necessário um estudo maior de potencialização do risco e cálculo da capacidade da multiplicação e alcance de uma explosão.
RESUMONa literatura existe intensa discussão sobre as vantagens e desvantagens do aumento da densidade populacional e das edificações, ou seja, da compactação para a sustentabilidade das regiões urbanas. A teoria da Cidade Compacta indica que quão maior a autonomia de unidades urbanas, maior será sua sustentabilidade. Isto ocorreria, principalmente, pela redução do consumo da energia gasta com a distância do deslocamento e com a necessidade do uso do veículo particular, que contribuiriam para diminuição da poluição e o aumento da qualidade ambiental urbana. Potenciais características urbanas para a autonomia, no contexto do Planejamento da Paisagem, foram destacadas para a seleção de unidades de paisagem, previamente delimitadas na área urbana da cidade de Paranaguá. Quadros de correlação foram utilizados em duas etapas, para avaliar sete unidades de paisagem. Duas destas unidades apresentam potencialidade para se tornarem unidades urbanas com maior autonomia. Estas unidades possuem predomínio do uso residencial, concentração de serviços e facilidades em ruas específicas, pequena distância entre os pontos, elevada densidade demográfica e das edificações nos limites da qualidade ambiental urbana. Contudo, questões pertinentes ao transporte público, reuso de terrenos e edificações, mobilidade urbana e disponibilidade de equipamentos públicos precisam ser adequadas para se obter maior autonomia e seus benefícios.
