Uno de los principales desafíos de la descentralización fiscal y de los gobiernos subnacionales en América Latina y el Caribe (ALC) es la falta de conocimiento con respecto a las capacidades institucionales necesarias para que estos gobiernos cumplan con sus responsabilidades y respondan, oportuna y eficientemente, a las demandas de la ciudadanía. Este estudio aprovecha las experiencias de siete programas de fortalecimiento de la gestión fiscal subnacional para identificar los principales desafíos de gestión fiscal que afrontan los gobiernos subnacionales en ALC y las estrategias de fortalecimiento institucional más adecuadas. El estudio incluye las experiencias de cinco programas financiados por el Banco Interamericano de Desarrollo en el período 201020 y dos estudios de caso extrarregionales. En todos los casos se hace un recuento del contexto en que se insertaron los programas estudiados, los desafíos abordados, las estrategias de fortalecimiento, los instrumentos de diagnóstico, y sus principales resultados. Se resaltan entre las lecciones más importantes la prioridad que se debe dar al perfeccionamiento del marco de políticas de descentralización fiscal y de gestión subnacional; la promoción de instrumentos estandarizados de gestión basada en tecnologías de la información y la comunicación; el uso de la gestión por resultados y de incentivos a un mejor desempeño; el impulso de redes de conocimiento conformadas por los propios gobiernos subnacionales, y la adopción de modalidades de mercado en los procesos de capacitación (por ejemplo, la certificación de los funcionarios públicos dedicados a la gestión fiscal subnacional).
