INTRODUCCIÓNEl riesgo asociado a las denominadas crecidas de proyecto o crecidas de diseño para el caso de cuencas pequeñas y medianas es representado por la probabilidad de excedencia del caudal pico, ya que éste guarda una relación directa con el volumen y duración, al tratarse de hidrogramas simples que conservan una forma característica. En estos casos lo que se hace generalmente es estimar los caudales picos de crecidas para el período de retorno requerido y adoptar un hidrograma de acuerdo a esa forma típica. Esto no ocurre en el caso de grandes cuencas con regímenes de crecidas complejos, dando lugar a que a una misma crecida real le corresponda un período de retorno diferente según se efectúe el análisis de frecuencia del caudal máximo, el volumen o la duración de la misma. La Cuenca del Plata abarca una gran parte de Argentina, Bolivia, Brasil, Paraguay y Uruguay y dentro de la misma, el no Paraná constituye el elemento más importante con una longitud de 3.700 km y una cuenca de aportes de unos 2.600.000 km 2 de superficie que representa un 84 % del total. Los estudios se realizaron para el tramo medio del río Paraná, en la República Argentina (ver Figura 1), donde se encuentra la estación hidrométrica Corrientes (lat: 27° 58' S, long: 58° 49' O, altitud: 60 m.s.m) con registros disponibles desde principios de siglo, situada luego de la confluencia del río Paraná Superior con el río Paraguay, aguas abajo de sistemas hídricos en permanente evolución tanto por acción de la naturaleza como por obra del hombre. En la zona de estudios las medidas estructurales de control y protección de crecidas en ejecución y proyectadas consisten fundamentalmente en terraplenes marginales de defensa y obras de paso y conducción de excedentes, mientras que las medidas no estructurales se refieren a la limitación del uso de zonas de riesgo y planes de evacuación de asentamientos humanos y de ganadería de islas.
