The two Papers should be taken together as they are descriptive of a single major project-the inner ring road of the City of Coventry---in its concept and planning, its implementation and construction.2. Both Papers are written with the object of highlighting the concepts underlying the planning design and construction of this major urban highway project and of comparing intention with achievement both as regards programme and performance. We believe that by doing so, many important factors have been revealed and many lessons can be learned in the control and execution of a protracted and complex project.

4.In 55 4&45, the Authors refer to edge stiffening, which they treat as a load and then distribute by one of the accepted methods. In BS 153 the rules for designing slabs on a foot strip basis require extra strength at the edges to cater for heavy loads. The requirements for this are intended to take into account distribution effects, so a second distribution should not be applied. The Authors' spans are however, rather longer than those envisaged when the BS 153 rules were written, and so will not require as much stiffening. This they have demonstrated by showing that their design is adequate for 374 units of HB. On shorter spans this would not necessarily be so. In my opinion a slab should either be designed for full undistributed edge stiffening, or for simple HA with the edges sufficiently strengthened to carry either 37: or 45 units of HB, suitably distributed.
5.In 5 51 the Authors refer to bond failures in the rubber bearings. Were bond tests carried out in accordance with MOT 802? Were the eccentric loads which caused stripping a temporary condition and were any calculations made to estimate their size?6. In 5 56 the Authors consider that the MOT 802 weathering test is unsatisfactory.
