Rusya, 24 Şubat 2022 tarihinde Ukrayna’ya saldırdı. Savaş, başlamasından birkaç gün öncesine kadar Rusya tarafından sürekli yalanlanmıştı. Ancak Rusya, daha 2008’de Gürcistan’a saldırırken ve 2014’te Kırım’ı ilhak ederken de aynı politikayı izlemişti. Bununla birlikte, Savaş Ukrayna’nın sahada ciddi bir hazırlık içinde olduğunu gösterdi. Savaşa hazır olmayan ise Avrupa idi. Çünkü Avrupa ABD’nin aksine Soğuk Savaş’tan sonra Rusya ile çok ciddi ekonomik ilişkiler kurmuş, özellikle doğalgaz konusunda Rusya’ya bağımlı hale gelmişti. Bu arada AB, Soğuk Savaş dönemini NATO ve ABD güvenlik şemsiyesi altında ekonomik ve siyasi olarak Dünya’nın başat bir gücü olurken, zaman zaman gündeme alsa da Avrupa ordusu kurmayı başaramamıştı. Bu savaşla birlikte Avrupa Birliği küllenmekte olan Avrupa ordusu fikrini tekrar alevlendirdi ve kuruluşunu onayladı. Bu makale, Avrupa Birliği'nin Dünyada “ben de varım” diyebileceği güçlü ve bağımsız harekât icra edebileceği bir Silahlı Kuvvetlere ihtiyacı olup olmadığını, böyle bir ihtiyaç yoksa bu görevi yine NATO’nun mu devam ettirmesi gerektiği konusunu incelemektedir.
Since war games and field exercises are very expensive, mathematical models are often developed to analyze military systems. In this study, the authors investigate a brigade casualty evacuation system (BCES) via simulation. Specifically, they model the existing BCES of the Turkish Army and analyze the system to improve the patient flow processes in main facilities. The proposed model aims to provide the necessary information to the commanders in a maneuver, logistics, and medical unit about casualties such as time in medical facilities, waiting times in doctor queues, utilization of doctors, and percentages of casualties who return to duty or are sent to higher level medical facilities. The simulation model is also used to compare several alternative system designs and evaluate their impacts on system performance. The result of this study highlights the major problem areas of the system and the possible ways to deal with them.
