This perspective discusses nine conditions for enhancing the performance of multistakeholder partnerships for sustainable development. Such partnerships have become mainstream implementation mechanisms for attaining international sustainable development goals and are also frequently used in other adjacent policy domains such as climate change, health and biodiversity. While multistakeholder arrangements are widely perceived as a positive contribution to addressing global change, few studies have systematically evaluated the existing evidence for their positive performance. This poses an urgent and important challenge for researchers and practitioners to understand and improve the effectiveness of partnerships, in particular since their popularity increases despite their past track record. The recommendations presented are based on own research, a literature survey and discussions with a large number or international Civil Society Organizations at two occasions during 2014. This article proceeds as follows: first, we define multistakeholder partnerships, outline their rational and summarize available assessments on partnership success; second, we provide a set of concrete recommendations based on lessons-learned from over 10 years of scholarship; and third, we conclude with some reflections on the future of multistakeholder governance for sustainability.
As countries negotiate a new climate agreement for the United Nations climate conference in December 2015, a groundswell of climate actions is emerging as cities, regions, businesses and civil society groups act on mitigation and adaptation, independently, with each other and with national governments and international organizations. The Paris conference provides a historic opportunity to establish a framework to catalyse, support, and steer these initiatives. Without such a framework, 'bottom-up' climate governance runs the risk of failing to deliver meaningful results. Social science research highlights the need for a comprehensive approach that promotes ambition, experimentation and accountability, and avoids unnecessary overlaps. This article specifies functions and design principles for a new, comprehensive framework for sub-and nonstate climate actions that could provide effective coordination.
Despite the proliferation and promise of subnational climate initiatives, the institutional architecture of transnational municipal networks (TMNs) is not well understood. With a view to close this research gap, the article empirically assesses the assumption that TMNs are a viable substitute for ambitious international action under the United Nations Framework Convention on Climate Change (UNFCCC). It addresses the aggregate phenomenon in terms of geographical distribution, central players, mitigation ambition and monitoring provisions. Examining thirteen networks, it finds that membership in TMNs is skewed toward Europe and North America while countries from the Global South are underrepresented; that only a minority of networks commit to quantified emission reductions and that these are not more ambitious than Parties to the UNFCCC; and finally that the monitoring provisions are fairly limited. In sum, the article shows that transnational municipal networks are not (yet) the representative, ambitious and transparent player they are thought to be.
To close the gap between existing country pledges and the necessary ambition level to limit anthropogenic climate change to not more than 2°C average global temperature increase above pre‐industrial levels, decision makers from both the public and private domain have started to explore a number of complementary approaches to the top‐down targets‐and‐timetables approach of international climate change policy. Referred to as International Cooperative Initiatives (ICI), these governance arrangements are now also officially acknowledged under the United Nations Framework Convention on Climate Change (UNFCCC) Durban Platform for Enhanced Action. While proponents see ICIs as important bridging devices towards more ambitious climate policy, in particular up to 2020, critical observers note that the voluntary nature of ICIs makes it difficult to assess their contribution to climate change mitigation. This article scrutinizes the potential of ICIs to meaningfully contribute to closing the emissions gap along the criteria of effectiveness, legitimacy and institutional fit. As means of illustration, the analytical framework is applied to a random sample of nine ICIs (out of a total of 45 listed on the UNFCCC Secretariat's website). We find that while potential technical effectiveness is high, legitimacy and institutional fit should be improved with a view towards integrating ICIs into the emerging post‐2015 climate governance architecture.

Global environmental governance in the Anthropocene is fundamentally different from older conceptions of environmental policy-making and sustainable development. Environmental problem-solving is no longer concerned with isolated problems, but rather with reorganising the overall relation between humans and natural systems. Empirically, this is reflected in the ever greater attention to questions of institutional interactions (e.g. between the issue areas of economics and environment) and functional overlaps between parallel governance approaches. Normatively, environmental governance in the Anthropocene is concerned with questions of equity and fairness on a finite planet. This article scrutinises the theoretical interregnum in global environmental governance by first sketching the key empirical trends in global environmental governance; secondly, discussing theory-building with regards to four broad areas of inquiry: the questions of agency and authority; the structural dimension of global environmental governance; the related normative questions about legitimacy, accountability, equity and fairness in the Anthropocene; and finally the integration of governance research into formal approaches and the related incorporation of non-social science concepts into environmental governance research. In our conclusions, we propose some initial ideas on how to move forward in the study of global (environmental) governance.
