El desarrollo histórico-epistemológico del concepto de Economía Circular ha sido un proceso que inició desde la escuela clásica de Economía hacia finales del siglo XVIII, y que ha llegado a consolidarse hasta las primeras dos décadas del siglo XXI. En sus inicios, los economistas clásicos mostraron noción de las posibles consecuencias de alcanzar los límites de recursos del planeta, y llegar a un estado estacionario. Inclusive se generó preocupación por el impacto negativo del sistema económico convencional de mercado en el ambiente. Tal preocupación se profundizó en el siglo XX donde surge un movimiento ambientalista contracultura, que germina con ideas innovadoras para poder regenerar y restaurar nuestros recursos, con base en cómo los sistemas naturales funcionan. Por tanto, surge la Economía Circular en el siglo XXI en calidad de un concepto tan robusto que se empieza a considerar como un nuevo paradigma del desarrollo que requiere de esquemas de acción pronta para cambiar el rumbo en el uso de los recursos finitos del planeta.
As the circular economy has evolved into a new development model, international trade of wastes, scraps, and residues has grown with significant relevance in this new century. Costa Rica represented less than 0.1 percent of the total amount of world waste exports by the end of 2020, however; it can make a transition to a circular economy through this international trade trend. This article explores the determinants that propel Costa Rica to participate in this type of international trade. Through the application of a Poisson pseudo maximum-likelihood gravity model with a 2018 cross-sectional database of 47 countries, it is determined that Gross Domestic Product of importing countries, their population sizes, their services sectors’ size in terms of GDP, as well as their environmental performance, are all significant determinants. Trade of wastes should not be a form of exporting problems to other nations, but a means to take the local circular economy to a global scale.
Innovación es una contribución importante que las áreas industriales (clusters) hacen en relación al desarrollo territorial. Esta revisión literaria post-Marshalliana analiza la noción de innovación, y explica su evolución en el contexto de las teorías recientes, que abordan los clusters, y el desarrollo territorial. Desde 1990, y hasta las contribuciones teóricas más recientes, éste estudio analiza la innovación, particularmente en relación a los clusters, y cómo pueden contribuir al desarrollo y la competitividad de las de los territorios y los países. El modelo de Diamante de Porter y sus extensiones teóricas, enfocadas en demanda y determinantes de factores y de mercado, son catalizadores intelectuales de la noción de innovación en relación al desarrollo territorial. Sin embargo, éste estudio denota que su ambigüedad y su flexibilidad ha hecho que escritores franceses post-Porterianos consideren que espacialidad y relacionalidad a través de redes, sectores e industrias, son esenciales para generar innovación y la creación de conocimiento, y su respectiva difusión. Además, los enfoques de Economía Política, tales como los modelos de innovación de las hélices y el análisis semiótico inspirado en Marxismo, han estimulado el uso de innovación como un factor de cambio, el cual influencia los territorios y las naciones. Conforme la innovación se incorporar en los modelos estudiados, su contribución se hace cada vez más evidente. El común denominador entre todas las teorías post-Marshallianas es el papel cambiante y crucial que innovación juega como catalizador de competitividad y desarrollo en las zonas francas, y a nivel territorial, nacional y global.
Con respecto de sus fundamentos, las iniciativas del comercio justo experimentaron una metamorfosis entre la década de 1940 y finales de la década de 1980. A través de las escuelas de pensamiento icónicas de la dependencia y del "desarrollo del subdesarrollo", la evolución de la teoría del desarrollo ha formado los principios y supuestos del comercio justo. A pesar de que estas escuelas de pensamiento cuestionan los supuestos de los mercados neoliberales, su intención de cambiar el sistema de comercio mundial y su intercambio desigual fue el resultado de una aplicación limitada de las relaciones sociales de producción en lugar de las relaciones económicas de intercambio. Estos factores, además del papel declinante del Estado en el desarrollo a finales de la década de 1980, el colapso de la Unión Soviética, y la contrarrevolución neoliberal a inicios de la década de 1990, llevaron al movimiento del comercio justo a redireccionar su enfoque. El resurgimiento de las fuerzas neoliberales a inicios de la década de 1990, llevó a la red del comercio justo (lo que quedó del movimiento originado en la década de 1940) a implementar estrategias amigables con la filosofía de mercado para posicionarse mejor dentro del mercado dominante internacionalmente. A pesar de que la revolución neoliberal llevó al renacimiento de la red de comercio justo, esto no significa que la red haya perdido su sentido original de precios justos e intercambio justo, o su lealtad a los países del Sur Global. Su nueva realidad es prometedora, pero su nueva “dependencia” en enfoques amigables con el mercado puede también moldear su raison d’être.
