La expansión de las maquiladoras ha generado una parte sustancial del crecimiento industrial en el norte de México, durante los últimos 25 años. Inicialmente, estas plantas se dedicaban a actividades intensivas en mano de obra, operaban con tecnologías rudimentarias y en condiciones precarias; sin embargo, desde mediados de los años ochenta, muchas introdujeron tecnologías de punta, una organización moderna y fuerza de trabajo bien capacitada; asimismo, se delegaron más funciones estratégicas a las plantas locales. Este artículo resume los hallazgos principales de investigaciones recientes en torno a la evolución y consecuencias del modelo de industrialización basado en las maquiladoras, con énfasis en el proceso de aprendizaje tecnológico asociado a la trayectoria industrial de la región. Se concluye que la estrategia de industrialización basada en el costo salarial está agotada. Ahora, la opción es transitar hacia la especialización en segmentos industriales apoyados en el conocimiento y de alto valor agregado.

Para ello se realizó una revisión del estado del arte que fundamenta la propuesta de un modelo basado en 2 enfoques teóricos: el de sistemas de innovación y el de cadenas globales de valor. La imple-mentación se realizó en pymes del noroeste de México en los sectores de tecnologías de información y metalmecánica. Los resultados muestran que cuando las pymes locales son proveedoras de empresas transnacionales reciben transferencia de conocimientos que les permiten ingresar o mejorar su posición en las cadenas globales de valor. a b s t r a c t The purpose of this study is to identify capacities of knowledge absorption as a source of competitive advantage that strengthens the possibilities of SMEs to integrate themselves into global value chains. To this end, a review on the state of the art was made, underlying a model proposal, which is based on two theoretical approaches, innovation systems and global value chains. It was implemented in SMEs located in northwestern Mexico in the sectors of Information Technology and Metalworking. Results show that those SMEs who are suppliers of translational corporations are getting knowledge that grants them access to global value chains or improves their ranking in them.
This article compares and contrasts the labor-management practices of Japanese consumer electronics maquiladoras in Mexico with those of consumer electronics factories in Japan and assesses the extent to which the labor-management practices of Japanese factories have been transferred to maquiladoras in Mexico. An idealized model of the labor-management system employed in Japanese factories in the consumer electronics sector is delineated from the available research literature. Data on labor-management practices of the Japanese consumer electronics maquiladoras are derived from personal interviews with 75 Mexican production workers. The findings suggest that the consumer electronics maquiladoras in Mexico are using a hybrid labor-management system that is similar to but differs in important ways from the system used in consumer electronics factories in Japan.
