SummarySubject and purpose of work: Today, each united territorial community (UTC) has tourist potential, but not all can recognise, evaluate and use it. This paper deals with presenting contemporary issues and identifying prospects for green tourism development in united territorial communities.Materials and methods: This paper includes general scientific and special methods of research, in particular, analysis and synthesis, systematisation and generalization, and the dialectical approach. A dialectical method of cognition is used to specify the features of rural green tourism organisation in the EU Member States.Results: The internal potential and opportunities for its involvement in the development of green tourism in the UTC were determined. The foreign experience is analysed and the perspectives of use of their practice in the development of green tourism are considered. The complex of tasks of the UTC to ensure the development of rural green tourism in the UTC of Ukraine is highlighted. It is established that green tourism can be an additional factor in filling the revenue part of the UTC’s budget and a factor in strengthening its capacity. A SWOT analysis of the development of green tourism in the UTCs of Ukraine was out. The main directions of development of green tourism were highlighted.Conclusions: It was determined that green tourism could act as a catalyst for economic restructuring, provide demographic stability and solve the socio-economic problems arising nowadays during the formation and development of UTCs in Ukraine.
Development of tourism and hotel economy in Ukraine and efficient activity of enterprises in the domain substantially depend on the investment capacity of the whole country that is formed by various financial sources, including the attracted investment. Investment resources are one of the main components of resources maintenance of these economic sectors, yet it is worth mentioning that the investors in any crisis face the risks of investing in the business. Therefore, investment activity risks in tourism and hotel-restaurant business are very relevant today. The paper aims to research the investment activity in tourism and the hotel-restaurant business and to determine the main dangers and risks. The paper researches the investment activity in tourism and hotel-restaurant business. The existing range of intersectoral links in tourism and hotel-restaurant business is characterized. The advantages of investment activity in the domain both for the country’s economy and for the investor are outlined. The process of investment activity planning to provide the enterprise with the necessary investment resources to improve the efficiency of its investment activity in the future is explained. The complex analysis of investment risks is conducted. The investment activity risks in tourism and hotel-restaurant business are classified. The impact of investment risks on the development of tourism and hotel-restaurant business is determined. The paper emphasizes that high risks of investing that can lead to failing to receive the planned income or loss of invested funds are among the essential risks that restrain the growth of external funding sources of the investment activity.
Nowadays, according to decentralization and current legislation (Land Code of Ukraine, Resolution of the Cabinet of Ministers of Ukraine and the Law of Ukraine «On Self-Governance»), the public lands have been transferred to the CTCs since 1 February 2018. In 2018/2019, 788 CTCs received communal ownership of 1.68 ha of public lands. According to the Draft Law «On Amendments to Several Legal Documents of Ukraine on Agricultural Lands Turnover», the consolidated territorial communities become the legal entities and can acquire property rights to agricultural land plots. Therefore, transferring the lands to be used by the newly created CTCs is currently an urgent issue that requires extended scientific and practical research. The paper aims to research the role of land reform in Ukraine and its impact on increase of CTCs’ budget revenues. The stages of land reform and the development of the land reform in Ukraine as well as its implementation strategy are outlined. The disparities of the integrated satellite map and the data of the Land Cadaster of Ukraine in terms of unregistered lands are defined. The amount of a CTC budget’s increased revenues due to the reform is estimated. Statistical data on small, medium, and large farmers and their interest in the land reform are analyzed. The terms of selling the land to foreign investors and conditions of participation in land auctions are examined. The mechanisms of land purchase, selling, and lease in line with the land reform are suggested. Generalizing the presented aspects of the land reform in Ukraine and their impact on economic activity of the newly created CTCs, it can be argued that the process is quite positive and necessary for both communities and businesses in order to get additional budget revenues for CTCs. The land reform improves the living standards of Ukrainian people through the disclosure of the country’s agricultural capacity.

With the growing level of competition in the global and national tourism markets, the issues of assessing the attractiveness and potential of the tourist and recreational sphere of the regions become especially relevant. There are several approaches to solving these problems, each of which has its advantages and disadvantages, a specific information base and options for application in practice. The purpose of the study is to develop methodological frameworks for assessing the potential of the tourist and recreational sphere of the regions in terms of its attractiveness, which will determine the attractiveness of this area for Ukrainian and foreign investors. The article considers the tools for studying the tourist and recreational potential of the regions, which, in contrast to the existing ones, includes an assessment of the attractiveness of the tourist and recreational sphere of the regions; analysis of the contribution of the tourist and recreational sphere to the economy of the regions; identification of the importance of factors influencing the formation and building of the potential of the tourist and recreational sphere of the regions. The methodological approaches to the integrated assessment of the attractiveness of the tourist and recreational sphere of the regions proposed by the author, in contrast to the existing ones, are based on the identification of the resource structure of the attractiveness of the tourist and recreational sphere in terms of four sub-indices (index of cultural attractiveness, index of attractiveness of recreational resources, index of attractiveness of tourist infrastructure and index of investment attractiveness of tourist and recreational sphere) for the development of sound mechanisms of regional marketing in the Ukrainian and foreign markets of the tourist product. The developed methodological approach is based on the use of the parametric method, which due to the ranking of standardized values of the main indicators of the tourist and recreational sphere of the regions, allows determining their place in the national rating of attractiveness. The practical use of the developed approaches will allow ensuring the efficient use of available tourist and recreational resources, increase the investment attractiveness of the territory for Ukrainian and foreign investors identify problems of potential use and create conditions for overcoming them, which will increase the competitiveness of the proposed tourism products, as well as on the basis of problem-based approach to justify the tools for implementing national and regional targeted programs for tourism and recreation.
