The transformation of the Latin American family has attracted increasing attention in sociodemographic studies, particularly those oriented from a gender perspective. This article reviews progress in the field and evaluates the links between families and public policies. It begins by focusing on the nature and meaning of modifications in family structure and dynamics (size, composition, headship, type and stability of unions, division of labor, and ways of living together). It then evaluates the extent to which there is agreement or disagreement between family changes and government initiatives. It focuses on programs oriented toward reconciling work and family and actions designed to highlight and sanction domestic violence. It concludes that, despite much that has been achieved, the actions taken so far are insufficient. It is essential to develop more complex analyses and explanations and to design reliable indicators that make it possible to monitor progress and omissions and gauge the scope of what remains to be done.
En este texto analizamos las repercusiones que pueden tener diferentes escenarios demográficos y económicos sobre el bienestar de las familias. Elegimos un conjunto de países que en los albores del siglo XXI muestran importantes diferencias en el grado de avance de la transición demográfica y los niveles de desarrollo socioeconómico. Con base en tabulaciones especiales de las encuestas de hogares elaboradas por CEPAL comparamos a Argentina y Uruguay, que se encuentran en etapas más avanzadas de la primera transición demográfica; Brasil y México, que atraviesan por una fase menos avanzada; y Honduras y Nicaragua, que por el contrario, se encuentran en un estadio más temprano de dicha transición. La comparación entre los rasgos familiares y socioeconómicos del conjunto de países seleccionados arroja distintos escenarios sociales que nos permitirán mostrar cómo el cruce entre las dimensiones sociodemográfica y socioeconómica incide diferencialmente sobre la organización del mundo familiar y las formas de convivencia.
Partiendo de una visión integral del trabajo femenino, en este artículo se analiza la centralidad de los procesos de división sexual y social del trabajo en la comprensión de las diversas formas de exclusión socioeconómica que padecen las mujeres. A través de la vinculación analítica entre los conceptos de exclusión social y segregación laboral se exponen, en la primera parte, algunos de los mecanismos sociales que subyacen en estas formas de inequidad. En un segundo momento se examina la división sexual del trabajo en la familia como un modo básico de segregación social. En la tercera parte se analizan las distintas modalidades de la segregación laboral a través de dos ejes de diferenciación: el carácter asalariado o no del trabajo, y su duración (de tiempo completo o de tiempo parcial). Se señalan, por último, las implicaciones de los procesos de segregación laboral sobre la discriminación salarial.
