Studies on slum housing and settlements have been carried out in many countries. The various studies show that the problem of housing and settlement areas can no longer be considered a simple problem. Different from the various studies on housing and settlement areas, this research employs the perspective of policy networks as a new public administration paradigm. The development issue on housing and settlement areas is regarded as one of the contemporary international issues contained in one of the 17 Sustainable Development Goals (SDGs). Several countries have become the focus of attention, such as: India, Mongolia, Sri Lanka, Pakistan, and Thailand. In Indonesia, the development of housing and settlement areas is mandated by law. The Local Government of Bandung District has made efforts to improve the quality of housing and settlements through such programs as the PLPBK, Rutilahu, and Kotaku. However, the improvement in the quality of housing and settlements in general has not touched the basic problem, namely the welfare of the community. The development is limited to physical improvements and lasts 1 (one) to 2 (two) years. In the third year the restored area becomes irregular / slum again. Therefore, it is recommended that the Bandung District government issue a local regulation in the form of a Regent Regulation concerning the improvement of housing and settlement quality and a plan for handling it as the legal bases. In addition, a collaboration of actors in policy networks should be formed based on the pentahelix model incorporating the actors of business, government, community, academic, and media.
The implementation of development should be carried out in harmony between the development programs carried out by the central government, regional governments and village governments.Therefore, you can imagine that if development is not accompanied by community participation, it is impossible to handle it by the government itself and will not be successful evenly and sustainably. The mixed method approach is used as the basis for a research approach in which the researcher tries to fully describe the conditions or situations faced by utilizing the data from field observations and then adding a literacy study whose results are processed again with a linear regression approach to determine the relationship between variables that influence each other. From the results of the data processing of the results of the research, information was obtained that the existence of community participation in the village development process is the realization of a strategy in an effort to observe and investigate the needs and various problems faced by the village community and determine various development programs in order to meet the needs and answer various problems. there is this and with community participation, it is hoped that village development will succeed in achieving its goals and targets.
The regional innovation index (IID) is a collection of regional innovations that spur innovation practice. IID encourages local governments to make innovative policies for the welfare of their people. Involvement between actors is needed in the implementation of regional innovations. Collaboration can overcome organizational in implementing innovation. The assessment of the regional innovation index among regional apparatus is still not optimal. The problem faced is the decline in the value of the regional innovation index in 2020. The purpose of this research is to analyze the collaboration between the regional innovation index. This research uses descriptive qualitative method. The data were obtained through interviews, observations and document studies. Data analysis techniques were carried out through data reduction, data presentation, and conclusions. Test the validity of the data using the credibility test, transferability test, dependability test, and confirmability test. The researchers used the collaborative governance model from Ansell and Gash (2007). Formulate research strategies using SWOT analysis techniques. The results of the study indicate that collaboration is still not optimal. To overcome this problem, the researcher proposes strategies including technical training, socialization of regional innovation, collaboration with LAN RI,, strengthening regional innovation policy regulations, and building cooperation Regional Work Units.
The Covid 19 pandemic is increasingly difficult to control, so the Indonesian government at all levels must fight hard to stop its spread. Therefore, integrated efforts need to be made to deal with this pandemic that include the implementation of policy for handling Covid 19 by the government, the role of social institutions, and community participation. The purpose of this research is to analyse the Covid 19 handling strategy in the perspectives of policy implementation, community institutions and community participation in Cileunyi Sub-district, Bandung District. This research employs a qualitative method, and the data were collected through literature and document reviews, interviews with relevant informants, and observations. The analysis results showed that the implementation of the Covid 19 handling policy in Cileunyi sub-district was carried out in accordance with the Decree of the Governor of West Java No. 443 / Kep.189-Hukham/2020. Meanwhile, the role of social institutions from the preparation to the implementation stage is very decisive in overcoming Covid 19. The role of social institutions in handling Covid 19 is very crucial. However, the community did not fully participate in implementing 3M (washing hands, wearing masks, and maintaining physical distance) to cut the chain of Covid 19 spread. Furthermore, their social participation in handling Covid is carried out by controlling and monitoring the movement of people in their neighbourhood residents, providing daily need assistance for sufferers, conducting fundraising activities, providing sanitizers in public facilities, spraying disinfectants, conducting selfexamination and isolation for sufferers, and self-quarantine for those who had interacted with sufferers. Based on the research finding, the local government, the community organizations and the community in Cileunyi Sub-district need to strengthen their collaboration in handling the Covid 19.
