Özet: Çorum ili, Merkez ilçesi, Kayı köyünün mera parsellerinde ağaçlandırma ve erozyon kontrolü amacı ile yapılacak çalışmalar için, tahsis amacı değişikliği talebine istinaden "Mera durumu" sınıfının belirlenerek işlemin 4342 sayılı mera kanunu mevzuatına uygunluğu değerlendirilmiştir. Çalışma, 2021 yılı Mayıs ayının son haftasında yapılmış olup, vejetasyon etüdünde modifiye edilmiş tekerlekli lup yöntemi kullanılmıştır. Meranın 109/57 numaralı parseli içerisinde 31, 127/36 numaralı parselinde ise 27 farklı bitki türü tespit edilmiştir. Vejetasyon etüdü değerlerine göre yapılan hesaplamaya göre 127/36 numaralı parselin mera durumu % 30.23 ile "Orta" kategoride yer alırken, 109/57 numaralı parsel ise %20,97 ile "Zayıf" sınıfta yer almıştır. 127/36 ve 109/57 no'lu mera parsellerinin eğim dereceleri ise sırasıyla %5-20 ve %3-7 arasında değişmiştir. Bu verilere göre her iki mera parselinde de mera yönetmeliği mevzuatına göre tahsis amacı değişikliği mümkündür. Diğer yandan her iki mera parselindeki bitki örtüsünün ıslahının mümkün, erozyon riskinin ise düşük olduğu değerlendirilmiştir. Buna göre tahsis amacı değişikliği talebinin, köyün hayvanlarının mera ihtiyaçları da göz önüne alındığında uygun olmayacağı sonucuna varılmıştır.
The aim of this study is to determine the current status of the rangeland, whose vegetation was completely renewed in 2013, as of 2021. During the 7-8 years after the rehabilitation study, the proportions of the species in the vegetation changed significantly, although there was no significant change in the soil cover value of the plants. Soil coverage rate of pasture vegetation is 98.20%; the ratios of decreaser, increaser and invasive species are 13.14%, 5.39% and 81.77%, respectively. It has been determined that the stubble height remaining after grazing in the pasture is less than 50% of the average vegetation height, all accessible parts of the pasture are grazed, the reproductive plant parts of the decreasing and increasing plant species are very few, and they can develop under the protection of thorny plants that animals cannot reach. It has been also determined that all herbaceous plants except thorny plants are grazing at varying rates in the pasture. According to all these data, it was concluded that the pasture was intensively grazed. Perennial grass (Lolium perenne) with the highest rate and the most common decreaser in vegetation with a frequency of 3.97% and a frequency of 80%, while the invasive species is a wild blackberry (Rubus sp.) with a rate of 46.54% and a frequency of 90%. According to their rate and distribution in vegetation, forage plant species that can be preferred in all kinds of seeding operations in pastures in this and similar ecologies; Lolium perenne, Dactylis glomerata, Poa pratensis, Lotus corniculatus, Trifolium fragiferum and Trifolium repens, the most important shrub species to be controlled is wild blackberry. The employment of goats, which preferably graze blackberries and other shrubs and even other herbaceous plants that cattle do not prefer, can be recommended as the most economical and environmentally friendly weed control method. Otherwise, vegetation should be renewed at regular intervals to protect the pasture from invasive species.
In this study, the geothermal asset was investigated by remote exploration methods in the Ladik Hamamayağı region of Samsun province in the Central Black Sea region. The images obtained by remote sensing were evaluated in the GIS environment. Various parameters differ in remote sensing studies and post-exploration geothermal field remote sensing for exploration studies, and these parameters are explained in detail in the studyIn the study, all alteration types that should be in a geothermal field were mapped with the help of ASTER data, lineaments were extracted, thermal anomalies were captured and interpreted in the GIS environment, since there are no alterations in the Hamamayağı geothermal field that previous studies have pointed out. As a result of these processes and interpretations, remote sensing and GIS methods were used together for the Hamamayağı geothermal field to produce guiding data and maps for the discovery of new potential areas. Within the framework of these produced maps, technical suggestions were made to the authorities who have a say on the subject.
Bu çalışmada, Samsun Büyükşehir Belediye Meclisi tarafından “kentsel dönüşüm ve gelişim proje alanı” olarak ilan edilen; Vezirköprü ilçesi, Doyran ve Kızılcaören Mahalleleri sınırları içerisinde yer alan sırasıyla 108/51 ve 108/66 numaralı mera parsellerinde, tahsis amacının değişimi isteğine binaen “Mera durum” sınıfı belirlenerek yapılan işin 4342 sayılı Mera Kanuna uygunluğu incelenmiştir. Etüt, 2017 yılı haziran ayı içerisinde yapılmış olup, göz ile tahmin yöntemi kullanılmıştır. Vejetasyon etüdü verilerine göre yapılan hesaplamaya göre mera durumu % 40 ile “Orta” sınıfta yer almıştır. Mera Kanunu’nun 14. maddesine göre mera alanının “Mera durum sınıfı”nın “Çok iyi” veya “İyi” değil de “Orta” çıkması, çalışılan mera alanında tahsis amacı değişikliği yapılabileceğini göstermiştir. Bu sonuca göre Mera Komisyonu, alan için tahsis amacında değişiklik yapılması talebini kabul etmiş ve kararı onay için Tarım ve Orman Bakanlığına göndermiştir. Ancak Bakanlık; bu tür her başvuruda olumlu görüş bildirilme gibi bir zorunluluğun olmadığını ifade ederek; bu alanın sanayi yatırımı için zorunlu olup olmadığı, alternatif bir alanın bulunup bulunmadığı, istenilen alanın gereğinden büyük olup olmadığı ve mera bütünlüğünün bozulup bozulmadığı gibi kriterler bakımından yeniden değerlendirilmesini istemiştir. Mera komisyonu, Belediyenin gerekçeli raporunu incelendikten sonra tahsis amacı değişikliği hususunda yeniden “Olumlu” görüş bildirmiştir. Ancak Bakanlık kararı uygun bulmamış ve mera alanı Samsun Büyükşehir Belediyesine tahsis edilmemiştir.
Bu çalışma, 4342 sayılı Mera Kanunu gereği 31.07.1998 tarih ve 23419 sayılı resmi gazetede yayınlanarak yürürlüğe giren Mera Yönetmeliği’nin 7. Maddesi gereğince; Çorum ili, Merkez ilçesi, Tarhan köyünün 120.7 da’lık mera parsellerinin kiralanması talebi üzerine 2020 yılında yürütülmüştür. Çalışmanın esasını, mera durumunun belirlenerek meranın ıslaha ihtiyaç duyup duymadığı ve köyün hayvan varlığının ot ihtiyacını hangi oranda karşılayabildiğini oluşturmaktadır. Mera alanı genel olarak taban alanda yer almakta olup, %0.75 eğim derecesi ile düz bir arazi yapısına sahiptir. Mera parsellerinin vejetasyon etütleri lup yöntemiyle yapılmıştır. Çalışılan meranın durumu, ortalama 23.55 ile “Zayıf” sınıfta yer almıştır. Bunun anlamı bitkisel yönden olması gerekenin çok daha altında bir kalite ve verimliliğe sahip olduğu, ıslah edilirse üretkenliğinin 4 kata kadar artırılabileceğidir. Genel olarak bütün mera parselleri hafif derecede otlatılmıştır. Sadece iyi kaliteli yem bitkilerinin daha fazla olduğu alanlarda bu bitkiler seçilerek ve genel olarak üstten % 50’den fazla anız kalacak şekilde otlatılmıştır. Merada yer alan iyi kaliteli yem bitkilerinin yarıdan daha fazlasının çiçek ve tohum sapları otlatılmadan kalmıştır. Genç bitkilerin çoğu otlatmadan zarar görmemişlerdir. Hayvanlar tarafından tercih edilmeyen bitkiler hemen hemen hiç otlatılmamıştır. Toprak yüzeyinde belirgin hayvan izleri görülmemiştir. Bu verilere göre kiralamaya konu olan mera alanı, Mera Kanununun 12. maddesine göre, ıslah etmek koşulu ile 25 yıla kadar kiralanabilir. Kiralamada öncelik, kiralama ihalesinin yapıldığı tarih itibarıyla, Tarhan köyünde en az 6 aydan beri ikamet edenler ve hayvancılık işletme belgesi sahibi olanlardır.
