The study assessed the impact of corruption practices and government effectiveness (GE) on human capital development (HCD) in Nigeria between the years 2003 and 2020, Panel data from 2003 to 2020 were obtained from the database of United Nations Development Programme, World Development Indicators and CIP and were analysed using the ordinary least square method which is suitable for the dataset. The study found that corruption has a significant relationship with HCD in Nigeria while the relationship between GE and HCD is not significant. The research implication is that the persistent problem of slow and sometimes stagnant HCD and growth in Nigeria can be reversed by improving GE and by reducing corrupt practices in the country. The paper concluded that corruption practices have a very strong influence on HCD in Nigeria, while the relationship between GE and HCD is insignificant. It was recommended that Nigeria should institute stiffer punishments for offenses bothering on corruption practices. The Nigerian police force is an institution established to protect the lives and properties of residents. Some of her duties include tackling armed robbery, banditry, recovery of stolen assets, investigation of cases, and settling violence-related issues among persons. Just like every other institution, her operations are premised on certain ethical codes and conduct which guarantees checks and balances in her relationship with ordinary citizens. Maximum productivity can be achieved by the Nigerian police if only they display ethical behaviour in the discharge of their lawful duties to the public. Growing unethical work behaviour among Nigerian police officers has drawn attention to the various despicable and condemnable acts perpetrated by some personnel. This study makes a scholarly attempt to investigate the trend of the unethical work behaviour in the Nigerian police force. Using content analysis, the findings suggest that only a handful of Nigerian police officers display professionalism and ethical behaviour in the discharge of their duties.
Without a doubt, Africa is presently faced with violence, war, and acts of terrorism arising from the activities of insurgents. This paper examines the ways globalization aids insurgent activities and increasing manipulation of globalization by insurgents. It also looks at the negative impacts of violence and the need to find solutions to the insurgents’ activities that have generated concerns for the contemporary global system. The issues raised are significant considering the need to find solutions to the violence in the continent. This paper argues that just as globalization has encouraged increased technology, lowered transportation cost, increased trade, and capital flow, and the overall economic growth of nation-states; it has also allowed insurgency and terrorism to spread easily; serving as a sanctuary to insurgent groups and aiding the activities of insurgents. Although globalization has been fingered as a factor in some cases of insurgency, it is not itself the main cause of insurgency; however, globalization has dramatically helped transform the strategies, tactics, and the overallactivities of insurgents in the past two decades. This is because insurgents have directly and indirectly manipulated the faceless character of globalization to carry out their activities, especially Al-Shabaab in Kenya and Boko Haram in Nigeria. The paper states that just as insurgents have exploited globalization to perpetrate terror, globalization can also be used as a vital tool in counter-insurgency (COIN) and theWar on Terror (WoT).
Abstrac tOrganizational, governmental structures and institutions have always been guided by established policies which are expected to foster development. Policies have not been stagnant and there abounds occasions where slight or major adjustments were made to existing policies with the aim of achieving increased value and development. Unfortunately, the reforms made by Governor Aregbesola in the years 2011-2018 in the Osun state education sector brought disagreements rather than progress. There have been divergent views on the intention and prospect of the reform to achieving the desired end. Using the historical and analytical approach, the paper seeks to investigate the reforms made and also to point out the lapses of these reforms. However, findings indicated that the reforms, though have their gains, they were largely retrogressive. The paper, thus, concluded that the reforms only came to disrupt the peaceful process of the existing policy which was in place.
