Background: The recognition of the connection between arts, health and well-being has been growing during the recent two decades in Finland. The arts and health field has evolved from grassroots activities to more systematic approaches of integrating arts and culture as part of social welfare and healthcare services and health promotion. Methods: :This paper provides an overview of the current state of the arts and health field in Finland, through an examination of policy developments, practice, research and education. Results: :The arts and health field has been gaining strength and institutionalizing in Finland since the beginning of the 1990s. During the 2010s, the field has gained momentum from national policy programmes and strategical cross-sectoral collaboration on the ministerial level. Conclusions: The article explores also the prospects of arts and health field in Finland. Both possibilities for success and some of the challenges hindering the development of the field are discussed.
Poliittiset puolueet ovat merkittäviä kulttuuripoliittisia vaikuttajia: ne ovat avainasemassa määrittelemässä sitä, mitä kulttuuripolitiikka on ja miten sitä yhteiskunnassa harjoitetaan. Puolueilla on omia kulttuuriin kohdistuvia asenteitaan ja tavoitteitaan. Näistä saa tietoa etenkin erilaisista ohjelmista: laajoista yleisohjelmista, rajatusti taide- ja kulttuuripolitiikkaa ja muita politiikkalohkoja koskevista erityisohjelmista sekä vaalikauden tavoitteita kuvaavista vaaliohjelmista. Tässä katsauksessa keskitymme jälkimmäisiin. Puolueiden kevään 2019 eduskuntavaaliohjelmien ja tuoreimpien kulttuuripoliittisten erityisohjelmien kautta tarkastelemme puolueiden kulttuuripoliittista puhuntaa ja visioita julkisen kulttuuripolitiikan päämääristä.
Katsaus osoittaa, että puolueiden välillä on eroja kulttuuripoliittisen puhunnan laajuudessa ja sisällössä. Kuitenkin kaikki puolueet ovat varsin sitoutuneita vakiintuneeseen kulttuuripoliittiseen järjestelmään. Tämä heijastaa hallinnon vahvaa asemaa suomalaisessa kulttuuripolitiikassa. Samalla puolueiden näkemykset kulttuurin määrittelystä ja kulttuuripoliittisista tavoitteista laajentavat monin osin vakiintuneen sektorihallinnon rajauksia.
