Education of surveyors in the Republic of Serbia has a long tradition. The first higher education in the field of surveying in Serbia dates since 1808, when the Belgrade Higher school was founded, while the first activities in the field of surveying measurements in Serbia dated to the end of XVIII century, when Geodetic service of Austro-Hungarian Empire started the survey at the northern part of Serbia. That was the time when surveyors had only technical skills, but due to changes in a country and society as a whole, nowadays, we have completely another picture about this profession. This paper will focus on education of surveyors in the field of real estate market valuation and benefits that this knowledge gives to them. State educational institutions recognized the importance of these skills, so it will be described the curriculum of those institutions, together with the changes in a society that had a great influence on changing surveying profession. The existing topographic and cadastral maps of the former Yugoslav republics are in Gauss-Kr?ger projection on Bessel ellipsoid. For the collected GPS data to comply with the existing cartographic material, it is necessary to provide the transformation parameters from WGS84 to Bessel ellipsoid and according to the principles of cartographic mapping, to make mappings in the plane of the State Coordinate System (SCS). The aim of this research is to present the surveying activities necessary for the establishment and maintenance of digital cartographic basis, which is shown in the test area of ?VRSAC MOUNTAINS?, a Serbian region with outstanding characteristics. In order to establish a connection between the collected data, it is necessary to primarily calculate the parameters of transformation from WGS84 into the SCS. After the vectorisation of projected boundaries from bases made in the SCS, the transformation of vectorised boundary lines from SCS into the WGS84 is carried out, followed by staking the boundaries. To understand the fundamental differences in the methodology of using GPS receivers, it is important to emphasise that the concept of GPS determination of the coordinates is generally divided into absolute and relative positioning. If the correct procedure of GPS positioning, applied to certain environmental conditions, is not followed, the error up to 200 m could be expected. Conclusions are drawn about the selection of staking methods, related to the applied instruments and specific field conditions. As a result of a various socioeconomic factors, a large number of facilities (buildings) in the Republic of Serbia have been built in the last decades without official permit for construction or use. It is estimated that the number of such buildings is more than two million. The state's interest is to register in the Real Estate Cadaster all objects built outside of regulations, which do not endanger health and safety and which are found to fulfill the conditions for legalization. This will increase efficiency of real property taxation of such properties, more efficient planning and land use, and real estate holders will be able to fully dispose of their rights in relation to real estates. In the procedure of registering special parts of the facilities, it is necessary to prepare technical and legal documentation, which also implies the physical division of buildings and real property rights. This paper will focus on registration procedure for special parts of facilities in the Real Estate Cadastre, problems that arise within this process, such as the clarifications of why this registration will bring numerous benefits for the state and the citizens.

The real estate market in the Republic of Serbia is characterized by a pronounced regional unevenness both in terms of the volume of transactions and in terms of the most common types of real estate on the market, average prices, methods of payment, etc. Among the highest average prices paid for agricultural land in the Republic of Serbia are the purchases done on the territory of administrative district North Bačka. The reasons for this should be sought in soil quality, infrastructural connectivity, investment planning and other socio-economic factors that influence on increase of demand at the market of real estates. In this paper will be analyzed the attractiveness for investments in real estates at the territory of North Bačka and will be made comparison with the transaction on the markets of real estate that are geographically, economically and demographically similar to this one.
