The article deals with an important and relevant topic — Ukraine's participation in international cooperation in the field of combating corruption. The authors emphasize that measures taken solely at the domestic level are not sufficient to effectively and comprehensively counteract this destructive phenomenon. The authors analyzed the scientific doctrine on the nature and importance of international cooperation. The authors used general scientific and special scientific methods, which provided an objective analysis of the research purpose. The research methods ensured the comprehensiveness and completeness of the study, the validity of the scientific results. It is proposed to analyze Ukraine's participation in international cooperation against corruption through the prism of international anti-corruption legal acts. First, the authors focus on the UN Convention against Corruption. The documents adopted within the framework of the activities of the Council of Europe and the Group of States against Corruption (GRECO) are then analyzed. In particular, the Criminal Law Convention on Corruption (ETS 173), the Civil Law Convention on Corruption (ETS 174), the Council of Europe Convention on the Manipulation of Sports Competitions (CETS 215), Recommendations on Codes of Conduct for Public Officials (Recommendation No. R (2000) 10), Recommendations on common rules against corruption in the funding of political parties and electoral campaigns (Recommendation Rec (2003) 4). Particular attention is paid to the EU Anti-Corruption Initiative (EUACI), funded by the European Union and co-financed and implemented by the Ministry of Foreign Affairs of Denmark. This initiative exists to promote anti-corruption reforms. The EU Anti-Corruption Initiative in Ukraine (Phase II) agreement concluded between the Government of Ukraine and the European Commission is analyzed. The conclusion is drawn about the need and importance of international cooperation in combating corruption. However, it is noted that the effective fight against corruption requires taking into account the historical experience of a particular state.
Decentralization is a common component of public finance development and reform strategies through efficiency, better governance and accountability. It has become particularly important for the local governments to recognize and test policies and practices that promote building the capacity of local communities by revealing their latent potential. The aim of the article was to identify and describe the current state of the decentralization process in Ukraine and in the EU, the problems and achievements of local communities. Observation and comparison were the leading methodological tools. The research found that the effective development of territorial communities of Ukraine requires further implementation of the relevant regional strategic planning of the European Union. The appropriateness and prospects of the LEADER/CLLD approach in the form of cooperation and partnership between urban and rural areas were established. Fiscal decentralization as a basic factor on the way to improving the level of regional development was determined through a comparative analysis of the factors of positive dynamics of development of territorial communities in the EU and Ukraine. A comparative analysis of the practice of Ukraine and EU countries in the implementation of LEADER/CLLD projects in the context of building the capacity of local communities by revealing their latent potential is a promising vector of further research.

Автор наголошує, що децентралізація влади стала глобальною тенденцією у світі з кінця ХХ століття, але відбувалася в різних формах та з відмінними результатами. Найчастіше, на думку автора, використовувалося делегування та адміністративна деконцентрація. Основними причинами децентралізації публічної влади автор називає наступні: необхідність ефективного управління різними субнаціональними ідентичностями та культурами, що все частіше співіснують у межах однієї спільноти; потребу у зменшенні недоліків надмірної бюрократизації, пов'язаної із надмірною централізацією. Автор досліджує реформу деволюції у Шотландії, Уельсі й Північній Ірландії, звертає увагу, що ці заходи були запроваджені в рамках конституційних параметрів Вестмінстерської моделі та зосереджені на периферії, тобто найбільша складова Великобританії, Англія, залишилася поза межами цієї реформи. Автор наголошує, що причиною децентралізації влади у Великобританії, на відміну від більшості країн, була не неефективність публічної влади, а потреба у новій моделі відносин центр-периферія, яка мала б забезпечити цілісність Сполученого Королівства. Деволюція публічної влади була обрана як модель, яка здатна функціонувати у межах особливостей Вестмінстерської моделі демократії. Автор користується аналітичним підходом Дж. Балпіта, запропонованим у його «Територія та влада у Великій Британії». Аналіз відносин центру із місцевими владами Англії демонструє, що реальний перерозподіл публічних повноважень та ресурсів часто витіснявся швидкими формальними угодами про передачу повноважень. Англійське врядування характеризується сталими відносинами між центром і периферією, тому не має підстав говорити про революційні зміни у цих відносинах. Автор констатує ускладнення інституційного дизайну публічної влади, відсутність підтримки громадськості, і навіть протидію реформам децентралізації з боку місцевих акторів.Ключові слова: публічна влада, децентралізація, деволюція, деконцентрація, Великобританія. The objective of the article was to consider the current state and prospects of the transformation of the institution of constitutional justice in the course of armed conflicts. Observational and comparative methods were the main methodological tools. The research showed that constitutional courts must apply a specific method of judicial constitutional control during armed conflicts. Most of the complaints and appeals of the population to the constitutional courts seek clarifications on the constitutionality of the rules on social guarantees of the military, the rights of refugees. Constitutional interpretation of legislative provisions of the Republic of Azerbaijan, consideration of complaints of constitutional courts of Germany and Ukraine are examples of countries' reactions to armed conflicts. The conclusions confirm the need to transform the institution of constitutional justice, which becomes the main defender of the constitutional system and its principles during armed conflicts. In this vein, it is urged to increase the rate of scientific capital in the judiciary to improve the process of reform of the Constitutional Court in these difficult conditions experienced by Ukraine.
