Coastal zones are important for the development of human activities, their use has transcended by the goods and services that provide for society ranging from support, climate regulation and economic use to recreation. So tourism should be an example of good and service provided by the coasts that involves economic and recreational purposes, but also for environmental conservation and responsible social use. The use of beaches as tourist spaces, derived an important socio-environmental dynamic that has not always been beneficial for the environment. The urban growth and the massification of these spaces has caused pollution and environmental pressure on coastal environments, especially in the beaches that had a traditional growth lacking in planning. The coastal zone for tourist activity represents complex social reproduction scenarios that must be studied from methodologies that allow the involvement of the multiple actors involved to improve the management of these spaces. In this sense, it is considered that the connection between the socio-environmental peculiarities of the coasts should be based on local studies that allow giving a leading role to the community towards a sustainable use of the coasts. For this reason, the case of Puerto Escondido Oaxaca is taken as an example, with the aim of developing a management proposal based on the Soft Systems Methodology for sustainable self-management. This methodology, due to its flexibility, allowed generating a participatory diagnosis to create improvement proposals. The results show a conceptual model of self-management as an approach to the improvement of beach management, using these beaches in Oaxaca as an example. El convenio de cooperación permite desarrollar la relación entre la universidad y el sector externo mediante una negociación. El objetivo es diagnosticar los convenios de cooperación con el sector externo ejecutados por LUZ durante el período 2000-2003, identificando la tipología y caracterizando a los sectores de desempeño (comunicación, económico, educativo, gobierno, industrial, judicial, militar, social, salud) considerados. Es una investigación de carácter exploratorio-descriptivo, mediante revisión documental, siendo la población 266 declaraciones jurídicas, el muestreo fue no probabilístico intencional sobre convenios de cooperación, firmados y renovados durante el periodo de estudio, siendo la muestra, 107 convenios de cooperación, objeto de esta diagnosis. Resultados: el 61,75% fueron convenios de tipo general, pertenecientes el 55,1% al sector educativo y 20.6% al sector Gobierno; el 56.1% duran 24 meses; el ámbito, fue un 40,2% al regional y un 37,4% al internacional; el plazo temporal de 86,9%; el 59,8% convenios de cooperación académica y el 28% de apoyo institucional; se realizaron convenios de cooperación principalmente con universidades (35,5%), seguido de las Alcaldías (14%). Conclusión, en los convenios de cooperación, expresión jurídica de la relación universidad sector externo, no están definidos de manera precisos los criterios para establecer el convenio, en el cual la universidad pudiese de manera efectiva acordar el ámbito del desempeño con la contraparte y así obtener los beneficios que declaren en los mismos. Se recomienda, entre otras, diseñar un sistema de criterios explícitos y un sistema de seguimiento para estos convenimientos.
El propósito de esta investigación es mostrar cómo la adopción del concepto manejo costero integrado en la política costera mexicana ha repercutido en la integración interinstitucional. Además, se estudia el influjo de la participación local en la conformación y activación de comités de playas limpias integrados por el gobierno, el sector privado y la sociedad. Puesto que se necesitan estudios locales que permitan evaluar esta política, se seleccionó Puerto Escondido como ejemplo de cambio a partir de las modificaciones en la política costera mexicana. Se usó la metodología de sistemas suaves y se realizó un diagnóstico mediante la visión de los comités de playas limpias. Como resultado se observó que la política costera avanza hacia una integración entre el gobierno y la sociedad, y sin embargo se requieren mecanismos que promuevan una mayor participación social. La presente investigación se limita a interpretar la perspectiva de dichos comités.
El objetivo de este trabajo es proponer un modelo de gestión para productores para enfrentar la nueva ruralidad. Como Método de investigación se empleó el Sistémico con la Metodología de Sistemas Suaves. Los resultados permite proponer un modelo que describe los sistemas necesarios para que los procesos de innovación mediante la intervención de gestores sistémicos de innovación, en este contexto se lleven a cabo. Limitaciones: la propuesta es teórica lo que la limita hasta demostrar su efectividad. La originalidad de esta investigación reside en demostrar, bajo un enfoque sistémico, que la generación de redes de colaboración es fundamental para el crecimiento de los productores rurales de la CDMX. Los hallazgos indican que la gestión de los recursos mejoraría sí crea y fortalece los vínculos de cooperación y aumentaría su efectividad si hay intervención externa de gestores sistémicos de innovación.
Las transformaciones producidas en el decenio de los setenta han cambiado profundamente la situación económica internacional. En los países desarrollados terminó el auge sostenido de la postguerra y comenzó a manifestarse u na situación de crisis. Crisis que se generaliza, que se hace simultánea en los diversos países, cuya recuperación es limitada y sus efectos recesivos tienden acumularse. A su vez, en los países subdesarrollados no solo se reflejó con fuerza esta situación de los países desarrollados, sino que se alteró la naturaleza de varios de sus problemas más importantes, acentuando el carácter de la vulnerabilidad externa.
