FEATURES OF THE FORMATION OF AN EFFECTIVE MODEL OF INNOVATIVE DEVELOPMENT OF THE TRANSPORT AND ROAD COMPLEX OF UKRAINE Сьогодні спостерігається гостра конкурентна боротьба між державами за домінування на світовому ринку надання транспортних послуг, де конкурентні переваги дають швидкість, безпеку та ефективність, які безпосередньо залежать від широкого використання інновацій та високих технологій. У статті ідентифіковано проблеми формування ефективної моделі інноваційного розвитку транспортно-дорожнього комплексу України. Виявлено, що транспортна система України має низький рівень розвитку транспортно-логістичних технологій та об'єктів мультимодальних перевезень, що знижує її конкурентоспроможність та обмежує вихід української продукції на світовий транспортний ринок. Обгрунтовано проблеми управління розвитком транспортного сполучення. Світові тенденції розвитку транспортних систем свідчать про необхідність стрімкого об'єднання транспортних технологій та регіональних проектів мобільності, технологічні інновації можуть забезпечити швидший та дешевший перехід до більш ефективної та екологічно сталої системи європейського транспорту. Сучасна інфраструктура, чесні ринкові умови та вільна ринкова конкуренція, ефективний розвиток і координація діяльності різних видів транспорту разом із запровадженням ефективної системи державного регулювання та управління забезпечать основу для розвитку та функціонального зростання національної транспортної системи України. Досліджено вплив транспортної інфраструктури на економіку України. Необхідним є збільшення ефективності та конкурентоспроможності транспортної галузі, вдосконалення правового механізму державно-приватного партнерства, посилення взаємодії між державним та приватним сектором, органами державної влади та органами місцевого самоврядування, проведення необхідних реформ, у тому числі запровадження децентралізації. Виявлено, що для максимального використання транспортного потенціалу України, зокрема як транзитної держави, необхідно створити клієнтоорієнтовану систему транспортного обслуговування та вжити заходів для забезпечення ефективної організації роботи транспортно-дорожнього комплексу країни і отримати синергетичний ефект від ефективного поєднання потенціалу та можливостей усіх видів транспорту на основі партнерсько-конкурентних засад під час здійснення перевезень. Today, there is a sharp competition between states for dominance in the global market for the provision of transport services, where competitive advantages provide speed, security and efficiency, which directly depend on the widespread use of innovations and high technologies. The article identifies the problems of forming an effective model of innovative development of the transport and road complex of Ukraine. The article researches theoretical and methodical foundations of cognitive analysis and semistructured economic systems' modeling, problems of improving of existing methodical approaches to diagnostics of probability of enterprises' bankruptcy through the use of fuzzy cognitive model. Cognitive diagnostic of probability of bankruptcy is aimed to obtaining knowledge of processes of business entity's activities based on a study of quantitative and qualitative indicators with a purpose to assess both current and future state of an enterprise base on accounting and reporting data as well as expert appraisal.The result of cognitive diagnosis is to determine the probability of enterprises' bankruptcy based on integral indicator of probability of bankruptcy, which reflects the management level in five directions, namely: the management level of fixed and circulating assets, personnel, financial resources and level of culture of enterprise. Is proposed to conduct cognitive diagnostics of probability of enterprises' bankruptcy in two directions, namely: Qdiagnostics, based on an assessment of financial performance, and V-diagnostics, based on the research of non-financial verbal indicators.Cognitive modeling makes it possible to solve problems of a conceptual nature, to make managerial decisions that will provide the business entity with competitive advantages in future. A characteristic feature of the model of cognitive diagnostics of probability of enterprises' bankruptcy is that it is based on anticipative management concept, it can help to not only to determine the probability of bankruptcy of a business entity, but also to investigate the main factor of bankruptcy in the perspective and identify ways to improve the level of this factor. Using this model, enterprises will not only assess the probability of bankruptcy today, but also to prevent the bankruptcy of economic entities in the future.
The article examines the content and features of the green economy. The principles of sustainable development and the formation of a green economy are analyzed. The scientific foundations of ensuring sustainable development and the green trend of structural changes are substantiated. Business initiatives related to the sustainable development of the economy at the global and national levels have been studied. The basic principles of the implementation of the green economy model in Ukraine have been formed. The goal of the green growth policy is to create added value with little loss to the environment, as well as conditions for innovation and investment capable of tapping into new sources of economic growth. The tool of the green economy is the implementation of reforms aimed at introducing the most effective principles, mechanisms and models of management of socio-economic processes in the countries of the world. At the same time, the practical implementation of the model of sustainable development, which provides an integral combination of economic efficiency, social justice, resource balance and eco-safety, should become an unconditional imperative of society. Sustainable development involves the synergy of three components – economic, social and environmental. The concept of the green economy is designed to ensure a more harmonious coordination between these components, primarily due to resource and energy efficiency, as well as the participation of the business sector. The identification and active implementation of Ukraine's innovative development priorities in the green format should contribute to strengthening the image of Ukraine at the global and European levels as a country with significant scientific and educational potential, capable of creating high-tech products. The success of Ukraine's innovation policy on the global market should be determined not only by the amount of investment it receives from outside, but also from internal sources for the development of high-tech production, the dynamics of the growth of the export share, and the increase in the interest of foreign companies and highly qualified specialists to cooperate with Ukrainian enterprises.
The article examines the essence and main components of the concept of sustainable development. The basic principles of ensuring sustainable development in modern conditions are analyzed. The prerequisites for implementing the concept of sustainable development in business practice are substantiated. The problems in the sphere of ensuring sustainable economic development are studied. General recommendations on the implementation of the concept of sustainable development of the national economy have been formulated. For Ukraine, the implementation of the postulates of sustainable development and the declaration of sustainability as the main imperative is a necessary condition from the social, economic, competitive, and political points of view. Currently, the country has a wide range of legislative, regulatory and advisory documents for the implementation of sustainability principles. Currently, it is necessary to improve and make the most complete use of all existing elements of the mechanism for ensuring socio-economic development. Increasing the efficiency of the state's socio-economic and environmental policy, ensuring their mutual coherence and complementarity is urgent. All this will make it possible to ensure the economic well-being and competitiveness of the country while simultaneously reducing the burden on the environment. Sustainable development is positioned as an important imperative for today's and future generations, a new stage in the progressive development of humanity, which requires reforming existing approaches at all levels. The steps to formulating an effective concept of sustainable development require the following steps: determination of the existing state of instability, that is, the ways and parameters of achieving sustainability and overcoming the distance of sustainability; clear definition of the parameters on which it is expedient and possible to start working on and implement concepts and programs of sustainable development; determining the relationships between the levels of implementation of the concept of sustainability; changes in the perception of many economic, industrial, social and other processes regarding the impact on balanced development, that is, the definition of sustainable development as a doctrine of development at all levels; creation of the most complete information base and infrastructure; ensuring compliance of the legal field with sustainability requirements; adaptation of current methodological approaches to the requirements of the sustainability of the development of the national economy.
