The purpose of our scholarly work is to carry out the analysis of main trends of development and features of harmonization of Ukrainian water legislation with the EU Water Framework Directive (WFD). Limited analysis of the WFD was made and challenges for its implementation in Ukraine were explored. Our study is organized around three major themes: river basin management, water resource protection and water monitoring. As a result of the study proposals for the improvement of Ukrainian environmental legislation were made. Based on comparison analysis differences and common problems of implementation of the WFD in Ukraine and EU member states were determined and recommendations for implementation of successful experience of EU countries in Ukraine were made.
This scholarly work examines the environmental protection legislation of Ukraine and its application in practice, aiming to identify the main challenges it faces in the context of the required harmonization of Ukrainian environmental legislation with EU law according to the Association Agreement, while also making suggestions on how to better respond to these issues. This paper also refers to the experience of EU member states in the field of environmental liability. Legal nature, content and meaning of the criminal liability of legal persons in the environmental sphere according to the law of EU member states were studied in order to determine the appropriateness and mechanism of implementation of such responsibility in Ukraine. Arguments for establishment of criminal liability of legal persons were presented. The UN E-Government Survey 2016 on «E-Government in Support of Sustainable Development» offers a brief overview of e-government trends in the world. According to the survey, more and more governments are using information technology to provide services and engage people in decision-making processes in rural areas in their countries. Talking about the emerging economies in East Europe, the Ukrainian economy is growing faster with 50% of population living in rural areas, which develops incredible pressure on the government to give more focus on many ways of environmental safety of Ukraine. Ukraine is predominantly rural country and in order to improve the environmental conditions it is important that both central and local governments carried out national environment information activity. Modern information technology helps to disseminate environmental information in rural areas and is a major provider of information opportunities for the rural population. By 2020 Ukrainian government has a goal to achieve interaction at all levels by electronic mode. There are various electronic databases that are already functioning at the national level such as the Real Estate Register, Public Cadastral Map, etc. that can help the Ukrainian government to achieve greater transparency and successful governance. However, access to such registers is currently not possible for regional communities. Therefore, disposing of environmental information, avoiding environmental threats to the local population and enhancing the effectiveness of local governance is a goal for local governments. This paper offers a modern vision of information technologies in the field of natural resources management. E-government projects and ways to solve problems in the sphere of dissemination of information in rural areas in order to improve e-governance in contemporary Ukraine were explored. The article analyses the peculiarities of legal regulation of state funding of jury trial maintenance in Ukraine. On the basis of the cited statistical data it was established that the monetary compensation for jury trial in Ukraine is minimal in comparison to the USA, Canada or France. The high level of jury monetary compensation depends first of all on the social and economic development of the country. The conclusion is drawn that the legislator's actions of the recent years are directed at the classical jury trial model, which exists in many countries of the world, with an appropriate level of financial assistance and an appropriate level of logistical support.
The article provides that the military actions in Donbass, the temporary occupation of the Autonomous Republic of Crimea, the global pandemic caused by the coronavirus and a num- ber of secondary causes were the result of the first manifestations of the economic crisis in Ukraine. It is confirmed that the regulatory support of alternative energy sources in Ukraine consists of a large number of regulations and bylaws, which is an indicator of advanced work of legislative and executive bodies to further improve the mechanisms of regulatory support for the gradual transition to alternative energy sources. It is important for Ukraine now to provide state support to electricity producers from alternative energy sources on a competitive basis, namely through auctions and tenders. After all, such potential should be used to stimu- late the country's economic activity, improve its trade balance, which allows not only mod- ernizing fixed assets in the energy sector.
