The article is devoted to the study of the features of the use of modern process technologies for managing business projects in the context of transformational changes in the national economic environment. Modern conditions for conducting economic activities force enterprises to resort to the use of more progressive tools for the implementation of organizational measures of a project or program nature. The article examines the main international organizations that formed the theoretical basis for the development of project management, identifies the main types of project management technologies in accordance with the nature of their target orientation, in particular, management technologies of qualification, specialized, object and organizational orientation. Provided a detailed description of the key technologies of process management of business projects, which are actively used in the economic practice of modern enterprises, namely Waterfall, Agile, Scrum and Kanban, in the context of their key essential characteristics, as well as inherent advantages and disadvantages in practical application. However, taking into account the specific features of each of the process management methods of business projects, as well as the high level of influence of external factors, which is observed in modern market conditions, business entities will certainly face a number of systemic problems associated with ensuring the effective implementation of these management technologies and maximizing the results obtained from such actions. The authors of the article identify and reveal in detail the main problems faced by domestic enterprises in the process of implementing project management measures caused by the influence of destructive factors of the external economic environment. An expanded list of recommendatory measures has been formed to overcome the designated management problems, both from the standpoint of effectively countering the complex macroeconomic and post-pandemic economic realities of functioning, and with respect to the specifics of the selection of certain project management techniques.

У статті проведено дослідження різних підходів вітчизняних науковців щодо трактування поняття «зовнішній державний борг», було систематизовано тлумачення цієї економічної категорії. Здійснено аналіз сучасного стану зовнішньої заборгованості провідних країн світу. Крім того, наведено рейтинги країн Великої двадцятки за обсягом зовнішнього боргу та його відношенням до ВВП. Також було визначено лідерів країн G20 за зовнішньою заборгованістю на душу населення. Проаналізовано склад і структуру зовнішнього державного боргу країни з найбільшим його показником у світі (Сполучені Штати Америки). Визначено напрями управління заборгованістю США. Зазначено стан зовнішньої заборгованості та причини її виникнення в Україні. Було виділено складові міжнародного досвіду управління зовнішньою заборгованістю для їх адаптації в Україні.
This article is devoted to the consideration of the issue of possibilities for the application of the project approach as a tool of the anti-crisis management system of the enterprise. The essential aspects of anti-crisis management as a separate direction of management activity at the enterprise are considered. Within the framework of the work, the main problems of the formation of effective anti-crisis management systems among domestic enterprises have been identified, which are becoming increasingly important in the context of the instability of the external environment. The content of the project approach to the implementation of management is analyzed, which consists in ensuring the structuredness, consistency and efficiency of the process of implementing certain measures of an organizational or economic nature. The main levels are highlighted within which the project approach is advisable to use, namely the methodological level, the resource level and the organizational level. The possibilities of effective integration of the project approach into the system of anti-crisis management of the enterprise have been substantiated by comparing and detailed characteristics of the basic needs of anti-crisis management, arising from the existing problems of its implementation, together with the key properties inherent in the project approach. The main groups of stakeholders interested in using the project approach in anti-crisis management of an enterprise have been identified, which include shareholders and owners, creditors, top management, personnel and consumers of the enterprise's products. The key features of the project approach in the system of anti-crisis management of an enterprise are characterized from the standpoint of potential positive impacts during its implementation in business practice, and potential constraints that can interfere with the relevant processes are analyzed. The sequence of implementation of the integration of the project approach into the system of anti-crisis management of the enterprise has been developed, includes six stages for the development, preparation, planning, implementation, control, assessment and adjustment of the corresponding process.
