The research shapes sharp issues as to changes in healthcare system of preserving mental health of people in the context of the COVID-19 Pandemic and the quarantine period. The article analyzes the reasons that determined the world community to study actively psychological, mental and psychological-social consequences as to the impact of the COVID-19 pandemic on a person and society in general. Special attention in the article is payed to the peculiarities of maintaining and saving psychological health of public healthcare workers in conditions of chronic fatigue, overwork and situations of ongoing stress. Based on the existing strategies` analysis and through the prism of the COVID-19 determinants, the main directions of changes in the public healthcare system as to preserving mental health of people in the context of the COVID-19 pandemic and during the period of quarantine are proposed.
This research embraces medical and social issues that lead to changes particularly in the activities of higher education systems, focusing first of all, on the functioning of higher education institutions in the context of the COVID-19 Pandemic and the “quarantine” period. This research is designed to attract the attention of decision-makers and society in general to the importance of a focus on mental health in the higher-education system and to highlight these issues as a part of educational policy in the process of adapting to new living conditions during and after the quarantine period. As educators in different universities, we have noticed many shifts in energy and mood in ourselves and our students during the tsunami of changes brought on by COVID-19. As the way we deliver education pivots and pivots again, rather than just weather these changes, this research seeks to identify just what those changes are, how they are being addressed and the impact of them. The article analyses the reasons that brought the world community to actively study the social, psychological and mental consequences of the COVID-19 pandemic on students and staff of higher-education institution in general. Special attention in the article is given to the peculiarities of maintaining and saving the psychological health of students in conditions of chronic fatigue, overwork and ongoing stress. FEATURES OF THE STATE EDUCATIONALPOLICY IMPLEMENTATION IN THE CONDITIONS OF QUARANTINE MEASURES В статті проаналізовано процес адаптації освітньої сфери в Україні до нової ситуації, яка виникла внаслідок COVID-19. Розглянуто діяльність органів публічного управління, а також реагування на виклики закладів вищої освіти для стримування поширення цієї хвороби. Висвітлено основні аспекти запровадження електронних форм дистанційної комунікації. Досліджено, з якими проблемами та викликами зіштовхуються як викладачі так і студенти під час дистанційного навчання. Акцентовано на питаннях не лише збереження якості вищої освіти, а також на першочергових заходах збереження здоров'я професорськовикладацького складу та здобувачів вищої освіти. Запропоновано напрацювати нові методики і методи викладання, враховувати доступ до цифрових можливостей здобуття вищої освіти, запроваджувати гнучкі освітні траєкторії разом із збереженням фундаментальних цінностей вищої освіти. Акцентовано на важливості взаємодії всім учасникам освітнього процесу з метою виявлення та оцінки ефективних методів та форм навчання в умовах карантину, а також виявлення ще невирішених проблем та пошуку оптимальних шляхів їхнього розв'язання. The article analyzes the role that institutions should play in the formation and provision of educational services in Ukraine in maintaining the health of students and at the same time maintaining the quality of higher education at the appropriate level. It is postulated that the need for change in higher education is long overdue, because traditional approaches do not work in the new realities, but the changes could be gradual, if not for the COVID-19 pandemic. The speed of response to the new situation affected the educational sphere extremely quickly and clearly, because educational institutions are among the first to need closure during mass epidemics. The importance of such a factor as academic autonomy in the implementation of quarantine measures is emphasized. The main aspects of the introducing of electronic forms of remote communication are highlighted, in particular the significant role of messengers, video conferencing, cloud storage, etc. There are already some new Ukrainian platforms for distance learning. Quarantine divided the teaching staff into two parts -those who are ready and those who are not ready for innovation. The openness of distance learning has had a positive effect on the responsibility of teachers in preparing lectures, because now their lections became more public. But there are also negative consequences: the difficulty of monitoring the educational process, demotivation of the teaching community, poor Internet connection, power outages, insufficient power of computers or mobile devices, increased fatigue of educators and students, and so on. There is an urgent need to develop students' flexible (soft) skills, and above all, self-discipline. In addition, studying abroad has become more difficult.
