Contemporary issues of nuclear weapons and the nuclear arms race in the modern world are examined, based mainly on the assessments of the German “Statista” company, the American Federation of Scientists and the Stockholm International Peace Research Institute. It is emphasized that invented more than seventy years ago, nuclear weapon has not lost its basic qualities of the most massive and large-scale destruction, but also added to this the latest factors of global threat of its proliferation and the challenges of innovative technological advances in its means of delivery. The latter is increasingly imposed on the growing conflict of the modern multipolarworld order, thereby giving impetus to global competition in the accumulation of all forms of nuclear weapons and allocating unprecedented financial resources from nuclear and non-nuclear powers. It is shown that the most fierce competition in the nuclear arms race is developing in the triangle of relations and national interests between the US, Russia and China. On the same fact base, it is argued that China cannot be compared to the other two nations in the accumulated nuclear weapon arsenals, but that its technological positions and growing military potential lead to major changes in the bilateral concepts of international security and even to the termination of a number of Russian-American treaty agreements, above all in development of medium- and short-range ground-based missiles. There is also a gradual transition to a new deployment of forces and global strategies in the field of nuclear arms. World awareness of these changes is needed in a kind of the Swedish proposal on implementation of strategy for the “step-by-step” approach to nuclear disarmament. This paper considers the theoretical and practical approaches to the analysis of pressing and sensitive issues of international life, such as conflicts and threats in international relations. Their current multipolar model, as well as the previous bipolar one, is described by an expansive range of historically developed and new hybrid conflicts occurring in Europe and almost all parts of the world, which in themselves pose serious regional and global threats or result from such exacerbations. In a modernised political-scientific epistemological key, this article raises the question of the need to isolate and analyse the current diversity of international challenges, threats, and conflicts and their typification and structuring. For this reason, it is proposed to achieve greater specificity in the analysis of conflict situations and in understanding the possibilities of obtaining a certain geopolitical result from their settlement, namely in the confrontation between Ukraine and Russia. Thematically, using examples from world and Ukrainian diplomatic practice, the study presents analytical approaches to the issue of international threats based on the theory of international relations and relevant research in expert and academic circles on war, peace, and conflict studies. The methods of application of the Copenhagen School of Securitisation Theory, the Normandy Index, the Concept of Ontological Security, etc. are defined as the most appropriate and promising among others. Conflict structuring models based on value approaches in five areas, and different levels of crisis and threat analysis are also considered. The latter is proposed to expand from three to four levels of analysis or targeted “dilution of 4 shelves” of a particular situation, with variable or combined choice of level of consideration and solution. An in-depth understanding of current conflicts and threats should stimulate international dialogue and contribute to a better understanding of international security and the search for solutions to the current conflicts
У статті досліджено вплив російсько-української війни на безпекову ситуацію та зміни в системі міжнародного співробітництва в Арктиці. Автори намагаються встановити можливі наслідки змін у сферах колективного реагування та управління регіональними міжнаціональними відносинами на основі системного аналізу офіційних документів і матеріалів низки установ і організацій, які визначають особливості міжнародного співробітництва в регіоні, а також наукові публікації з цього питання, зміни, що відбулися у зв’язку з міжнародною реакцією на російську збройну агресію, в тому числі пов’язану з початком повномасштабної війни. Автори досліджують виклики міжнародній безпеці та припинення співпраці з агресором у регіональних міжнародних організаціях, які виступають платформою для регулювання арктичної політики та форумом відповідних комунікацій. Приділено увагу чиннику санкційної політики, що застосовується до агресора з метою відмежування його від політичного режиму останнього та припинення його військових дій, а також впливу на позицію та можливості Росії в Арктичному регіоні. У результаті дослідження було зроблено висновок, що російська агресія проти України дестабілізувала систему міжнародних відносин загалом і в Арктичному регіоні зокрема. Призупинення роботи Арктичної ради та інших регіональних організацій було зумовлене етичними та цивілізаційними факторами, пов’язаними з неспровокованою агресивною повномасштабною війною Росії проти України, але поставило питання про необхідність продовження колективного регулювання важливих питань їх компетенції. Видається малоймовірним, що найближчим часом агресор братиме участь у діяльності Арктичної ради та інших організацій. Проте в перспективі зі зміною геополітичних обставин можливе повернення до співпраці восьми країн регіону в рамках спільної організації з метою координації виконання нагальних екологічних, кліматичних, культурних та інших питань.
У статті проаналізована динаміка українсько-норвезьких відносин у зовнішньополітичній та економічній сферах в умовах агресії Російської Федерації проти України (2014-2021 рр.). Дослідження проводилось з позицій структурно-функціональних підходів, використанням методів документального, контент- та компаративного аналізу. Українсько-норвезькі відносини в політичному вимірі значно активізувалися з початком Революції Гідності в кінці 2013 року. З моменту окупації Криму Королівство Норвегія чітко заявляло про підтримку суверенітету і територіальної цілісності України. Протягом 2014-2018 років відбувався інтенсивний політичний діалог на високому та найвищому рівнях, здійснювалась розбудова каркасу нормативно-договірної бази двосторонніх партнерських відносин. Важливим інструментом економічної співпраці стала заснована 2014 року Українсько-норвезька міжурядова комісія з питань співробітництва в галузі торгівлі, підприємництва та економіки. Під час її засідань у 2016, 2018 та 2020 роках обговорювалися та узгоджувалися питання про стан та перспективи двосторонньої співпраці, статус Угоди про вільну торгівлю між Україною та державами ЄАВТ, співробітництва у сфері енергетики та енергоефективності, транспорту, торгівлі морепродуктами, рибальства, сільського господарства, культури і туризму. Було налагоджено двосторонній діалог з питань європейської інтеграції. В рамках цього Норвегія ділиться з Україною досвідом європейської інтеграції поза членства в ЄС. Норвезькі інвестиції в українську економіку спрямовані на підвищення енергоефективності, реформування енергетичного сектору та підвищення ядерної безпеки. Норвезькі компанії Scatec Solar та NBT стали потужними інвесторами в сферах відновлюваної енергетики. Після 2019 року спостерігається уповільнення співробітництва у політичній та економічній сферах. Зменшуються показники обсягів зовнішньої торгівлі товарами та послугами. Занепокоєння і розчарування норвезьких інвесторів викликають ступінь прозорості умов для інвестицій, раптові юридичні зміни в галузі поширення відновлюваних джерел енергії та зворотна дія нових юридичних норм. Збереження і закріплення подібних процесів може стати на заваді позитивній динаміці зростання норвезьких інвестицій в економіці України та подальшої двосторонньої економічної співпраці.
