In this mini-review, we present evidence from the vast literature that one essential part of the coupled atmosphere–ocean system that makes life on Earth possible, the water cycle, is exhibiting changes along with many attributes of the global climate. Our starting point is the 6th Assessment Report of the IPCC, which appeared in 2021, where the almost monograph-size Chapter 8, with over 1800 references, is devoted entirely to the water cycle. In addition to listing the main observations on the Earth globally, we focus on Europe, particularly on the Carpathian (Pannonian) Basin. We collect plausible explanations of the possible causes behind an observably accelerating and intensifying water cycle. Some authors still suggest that changes in the natural boundary conditions, such as solar irradiance or Earth’s orbital parameters, explain the observations. In contrast, most authors attribute such changes to the increasing greenhouse gas concentrations since the industrial revolution. The hypothesis being tested, and which has already yielded convincing affirmative answers, is that the hydrological cycle intensifies due to anthropogenic impacts. The Carpathian Basin, a part of the Danube watershed, including the sub-basin of the Tisza River, is no exception to these changes. The region is experiencing multiple drivers contributing to alterations in the water cycle, including increasing temperatures, shifting precipitation regimes, and various human impacts.
Az éghajlatváltozás a víz természetes körforgására van a legnagyobb hatással. A hidrológiai ciklus felgyorsul, és megnő a szélsőségek előfordulási valószínűsége. A felgyorsult vízciklus miatti globális és lokális problémákhoz való alkalmazkodás a biztonságos környezet feltétele. A vízmegtartás vagy vízvisszatartás elmélete szerint egyszerre tudja mérsékelni mind a túl sok, mind a túl kevés víz problémáját. Komplex megoldást kínál gyorsan, egyszerűen, kombinálhatóan és még költséghatékonyan is. A szerző az éghajlatváltozás miatti szélsőséges csapadékesemények miatti dombvidéken kialakuló villámárvíz-kockázat csökkentésének módjait vizsgálja a mezőgazdasági vízmegtartás módszereivel. A vízmegtartó módszerek közvetlen és közvetett hatásaira hatásmátrix- elemzéssel mutat rá.
A szerző célja, hogy bemutassa az éghajlati alkalmazkodás céljából tervezett természetes vízmegtartó intézkedések jelentőségét és létrehozásának lépéseit adöntéshozás szakmai hátterének és felelőseinek bemutatásával. Vizsgálja a jelenlegi vízbiztonsági és monitoring-előírások relevanciáját egy lehetséges éghajlati alkalmazkodási célú vízmegtartó létesítményre, illetve a vízbiztonságot célzó intézkedések hatékonyságát.
A szerző célja egy átfogó kép nyújtása a fenntartható és integrált vízgazdálkodás többek között vízminőségvédelmi vonatkozásában is működtetett felszíni megfigyelő hazai és nemzetközi rendszerekről. A hazai és nemzetközi történeti bevezető után a cikk a Víz Keretirányelv és az ennek megfigyelésére működtetett hazai és európai uniós rendszerek történeti, vízdiplomáciai hátteréről, felépítéséről, operatív működéséről ad információt. A 40 év vízminőségvédelmi törekvéseinek érdekében született egyezmények és intézményi összefogások eredményei, a megfigyelő hálózatok felépítése, egymást támogató rendszere hasznos alaptudást biztosít például az éghajlatváltozásra, a biodiverzitás-csökkenésre és a társadalmi, mezőgazdasági igényekre reagáló, új intézkedéseket tervező szakemberek számára az intézkedések hatásvizsgálatának alapját képező monitoringfelállítással kapcsolatban.
