The article analyzes the experience and development of agricultural formations in the Republic of Tatarstan. Many of them have achieved good results during the period of operation, which confirms the advantages of large-scale production. It is argued that the problem of further development of integrated formations can be solved within the framework of the scientific concept, according to which the integrated formation is a modern form of concentration of production, which most fully meets the requirement of accelerated transfer of agriculture to the intensive development path. The implementation of this concept allows one to mobilize organizational reserves of efficiency growth of integrated formations. The main tools of the mechanism of its implementation are considered: increasing the level of cooperation and concentration, the creation of service centers and specialized production units, reducing the number of middle managers, improving the level of labor organization and management quality due to the informatization of management work. It is proposed to speed up the pace of creation of integrated units and enhance their inherent reserves to establish certain financial benefits, to revise the procedure for allocation to local budgets, to ensure the development and examination of projects for the creation and development of new integrated units.
The article discusses the ways to increase the efficiency of the use of commodity stocks and supplies in the course of production and sale. It is argued that the improvement of the organization of material management is one of the most important factors in the increase of the efficiency of using huge volumes of raw materials in agricultural production along with the introduction of new equipment and technology. The implementation of this concept in large agricultural facilities provides savings of millions of rubles a year by reducing the level of stocks, accelerating the turnover of funds invested in materials, technical equipment, etc., which gives the same profit growth as the increase of the sales of products by 20 %. The main tools of the mechanism for the mobilization of these reserves are considered: further improvement of the existing linear-functional apparatus due to the redistribution of rights and responsibilities for the management of the material and technical flow between different units in order to coordinate their work and the use in the field of stock management of logistics structures. It is proposed that in the formation of logistics systems, the main attention should be focused not so much on organizing the work of each of the functional subsystems of management individually, but on the coordination of their efforts to achieve the ultimate goals of integrated agricultural formation.
The article deals with the problem of evaluating the effectiveness of the creation and development of integrated agricultural formations, namely, evaluating the effectiveness of their organizational forms and size. The indicated problem requires solving tasks that are primarily aimed at finding the most effective organizational structure and size of the created and existing agricultural integrated formations, not only from the standpoint of evaluating efficiency based on the analysis of technical and economic indicators, but also from the point of view of increasing the efficiency of management, accelerating the movement of information, etc. It is argued that the organizational structure of an integrated agricultural formation is characterized not only by the totality of the constituent production units and their interrelations, but also by the structure of the management apparatus, which is defined as a set of relations and connections between divisions and management levels. Accordingly, when evaluating the effectiveness of organizational decisions, it is necessary to take into account not only general methodological problems, but also specific difficulties that arise in each specific task of making an organizational decision. The expediency of applying a multi-criteria approach to assessing the effectiveness of organizational forms of large integrated agricultural formations, in particular megafarms, is substantiated. The method of multi-criteria selection of the best variant of organizational solution of specific practical tasks is proposed, consisting of three stages: structuring of goals and objectives; formation of a variety of organizational solutions; development and justification of the procedure for comparing organizational solutions.
The article deals with the problems of interaction of economic and social processes in rural municipal areas, which is a determining factor in the quality of life of the rural population. The aim is to study on the basis of constructive simplification of the territorial system the allocation of its subsystems for separate study. The criterion for such allocation is to take into account the main links considered by the economic and social subsystems with the structure of the system as a whole. Rural territory can be represented in the form of interconnected spatial subsystems of the following: agricultural production, household, service, transport and information communications. At the same time, the potential for consumption of material and spiritual goods can be considered from the standpoint of three types of social accessibility: material, spiritual and spatial-temporal. It is revealed that the main disproportions in the modern development of rural areas are the disproportions between the potential of consumption, on the one hand, and the level of actual availability of material and spiritual goods, on the other. To eliminate these imbalances, it is advisable to use system analysis tools that allow you to obtain the necessary information about the interaction of social and economic factors. At the same time, the study of current trends in the interaction of economic and social processes that determine the standard of living of the rural population shows that the placement of capital investments within a rural municipal district should be based on a comprehensive cost-effectiveness analysis, since the evaluation of the effectiveness of investments for individual objects does not take into account the interrelationships, interaction and synergetic effect of socio-economic factors affecting the qual
The research was conducted in order to study the existing forms of regulation of territorial and industrial relations and determine on this basis the directions of small and medium-sized businesses with large agricultural formations, municipal government bodies and other institutions located in a specific rural area. Taking into account the economic practice that has developed in recent years, the following main types of territorial-industrial relations are identified. The first type is associated with large-scale investment of financial and industrial groups in new production, with the introduction of new resource-saving technologies. The peculiarity of such territorial-industrial relations is the emergence and development with the significant participation of Federal and Republican state authorities. The second type is territorial-industrial and socio-economic cooperation of small and medium-sized businesses with large organizations of various industry specialization and different forms of ownership. And, finally, the third type of relationship is cooperation of small and medium-sized businesses, as well as integrated formations with municipal authorities in the formation of local budgets, as well as in solving socio-cultural and other General territorial problems. At the present stage of development of agriculture and rural territories, at least three directions of formation of contractual territorial-production structures have been identified: economic associations; consortia created by interested enterprises and organizations; associations for coordination and cooperation.
