The authors analyse the peculiarities of electronic pre-tendering, tendering and post-tendering procedures taking into account the business risks. The main quantitative, qualitative, time and financial indicators of the system effectiveness of the interaction between government and business in terms of public e-procurement are defined. Factors of the successful functioning of electronic public procurement, which are connected with automatically updating of participants and tender information, availability of the unified non-banking payment system and a third party for post-tendering warranty, are formulated. The authors have made recommendations for the diagnostics and optimisation of e-procurement according to the information theory and developed the nonlinear canonical discriminant function relating to the diagnosis in «business-to-government» e-commerce. An evaluation of the diagnostic value of information related to the criterion weight by the example of JSC «The State Export-Import Bank of Ukraine» has been carried out for such criteria as: bank's reputation in business circles; quality of management; level of employees' proficiency; level of technologies applied; market share; financial sustainability of a bank; level of recognition of a bank; amount of services provided. It is concluded that the findings of the research could be used to build an econometric model. A combination of changes in specification of econometric model parameters with a calculation of the information or diagnostic value can overcome the heteroscedasticity. Prospects for further research in this area are trend analysis of the e-procurement development and other forms of e-government in both Ukraine and the European Union, financial and economic analysis of the validity of e-government projects based on publicprivate partnerships. Анотація. Метою статті є розвиток діагностики системи публічних електронних закупівель в аспекті ризиків її суб'єктів та розробка підходу до мінімізації ризику, пов'язаного із зміною ціни закупівлі. Визначено, що найпоширенішими ризиками у системі публічних електронних закупівель в Україні, класифікованих на основі суб'єктного підходу, є: 1) змова учасників тендерного процесу; 2) недостатній рівень професіоналізму; 3) зміна ціни закупівлі. З'ясовано, що під ризик-менеджментом у системі публічних електронних закупівель слід розуміти процес діагностування (ідентифікація, аналіз, оцінювання), попередження, мінімізації та ліквідації наслідків ризиків замовника, постачальника та спільних ризиків на етапах дотендерних, тендерних та післятендерних процедур з метою збалансування фінансово-правових інтересів держави та бізнесу. Встановлено, що розрахунок корекції ціни закупівлі (із урахуванням макроекономічних коливань) повинен враховувати такі елементи (складові): 1) товарно-матеріальний елемент (прямі товарно-матеріальні витрати станом на базову дату (відкриття тендерної пропозиції) та на дату постачання або початку виконання державного замовлення); 2) людський елемент (витрати на оплату праці (середня заробітна плата), на підвищення кваліфікації станом на базову дату (відкриття тендерної пропозиції) та станом на дату постачання або початку виконання державного замовлення); 3) елемент, який пов'язаний із іншими супровідними витратами (витрати на банківське обслуговування платежів, розмір мита у випадку експортно-імпортних операцій, логістичні витрати станом на базову дату (відкриття тендерної пропозиції) та станом на дату постачання або початку виконання державного замовлення); 4) фіксований елемент (частка у відсотках від ціни закупівлі). Перспективою подальших досліджень у даному напрямі є удосконалення системи полікритеріальної діагностики діяльності підприємств з урахуванням поданих результатів досліджень.Ключові слова: бізнес; система публічних електронних закупівель; діагностика; ризик; ризик-менеджмент; корекція ціни.Abstract. The purpose of the study is to develop an optimization- information model of enterprise competitiveness management under risk conditions. The development of any enterprise under conditions of risk directly depends on its competitiveness. Recognizing the significant scientific and practical contribution of scientists and practitioners in this direction and taking into account the analysis of business practices, it was established that today there are problems that directly relate to the formation and use of applied optimization-information models of enterprise competitiveness management, aimed at increasing its competitiveness, profit growth, and to reduce or avoid risk. Business-risk is the probability of deviation of the actual result from the expected one or even a loss due to uncertainty. Based on the results of the research, a new optimization-information model of enterprise competitiveness management under risk conditions is presented, which, unlike the existing ones, takes into account the concept of total quality management (TQM), certain restrictions on risks, budget and resources. Here, the competitiveness of an enterprise under conditions of risk should be understood as the totality of its components, namely: the efficiency of the enterprise's activities, the competitiveness of the enterprise's products, as well as the concentration of the market on which the enterprise operates under conditions of risk. It is advisable to carry out further research in the direction of evaluating the components of the enterprise's competitiveness in the context of sustainable development.
