Las contribuciones analíticas de Prebisch, particularmente ricas en los campos de la teoría y la política del desarrollo, han sido a veces tildadas de "pre-economía". Este término se utiliza para caracterizar aquellos puntos de vista que parecen encontrar arraigo y justificación en el sentido común -por ejemplo, la conveniencia de industrializarse y de protegerse para lograrlo-y que, sin embargo, contradicen conclusiones convalidadas por la ciencia económica.Estas notas adoptan una perspectiva opuesta a la descrita. Comienzan presentando brevemente las ideas fundacionales de Prebisch -es decir, la llamada "concepción del sistema centro-periferia"-y mostrando en apretada síntesis que tales ideas se rearticulan y formalizan tanto en teorías como en análisis de política económica, construidos con los patrones de coherencia propios de la economía convencional (apartado 2). El conjunto de las ideas básicas y de las formalizaciones en que se fueron plasmando constituyen, así, un campo especial de la teoría económica, que puede caracterizarse como una "teoría del subdesarrollo".Esta última constituye el fundamento principal del estructuralismo latinoamericano. Pero, en verdad, la relevancia de dicha teoría -del conjunto de contribu-ciones de Prebisch que la componen-se pone de "manifiesto" en su aptitud para examinar algunos de los temas prioritarios del desarrollo latinoamericano reciente (apartado 3). Adosándoles la apreciación de ciertos aspectos destacables de la revolución tecnológica en curso y del proceso de globalización que la acompaña, tales contribuciones resultan útiles para abordar problemas que parecen agudizarse, como los del desempleo y subempleo, y los que reiteradamente emergen en el sector externo. Por otra parte, esas bases conceptuales son también útiles para enmarcar la discusión sobre las condiciones de viabilidad y eficiencia requeridas para reemprender el esfuerzo de desarrollo.Con la aplicación de las ideas y contribuciones de Prebisch a la realidad actual aparece en primer plano el sustrato clave (y a la vez general) de ellas: la percepción del desarrollo como una dinámica de las estructuras de la producción de bienes y servicios y de la ocupación de la fuerza de trabajo, es decir, como un conjunto de cambios en la composición sectorial y subsectorial de dichas estructuras, inherentes a su expansión y complejidad cada vez mayor.Aceptando con Prebisch que el mercado carece de aptitud para inducir por sí solo esos cambios, se entiende que la percepción estructural del desarrollo recién aludida se configura a la vez como "no reduccionista"; es decir, como una percepción según la cual el análisis de los fenómenos económicos ha de insertarse en el de un marco más amplio de fenómenos sociales y políticos. This paper is an ethnography of a four-year, multi-disciplinary adolescent sexual and reproductive health intervention in Bolivia, Nicaragua and Ecuador. An important goal of the intervention – and of the larger global field of adolescent sexual and reproductive health – is to create more open parent-to-teen communication. This paper analyzes the project's efforts to foster such communication and how social actors variously interpreted, responded to, and repurposed the intervention's language and practices. While the intervention emphasized the goal of ‘open communication,’ its participants more often used the term ‘confianza’ (trust). This norm was defined in ways that might – or might not – include revealing information about sexual activity. Questioning public health assumptions about parent–teen communication on sex, in and of itself, is key to healthy sexual behavior, the paper explores a pragmatics of communication on sex that includes silence, implied expectations, gendered conflicts, and temporally delayed knowledge.
