УДК 355.4 ЕТИЧНІ АСПЕКТИ РОЗВИТКУ СИСТЕМИ ЦИВІЛЬНО-ВІЙСЬКОВОГО СПІВРОБІТНИЦТВА У ФОРМУВАННЯХ НАЦІОНАЛЬНОЇ ГВАРДІЇ УКРАЇНИ Розглянуто етичні аспекти розвитку системи цивільно-військового співробітництва у формуваннях Національної гвардії України з огляду на досвід роботи підрозділів цивільно-військового співробітництва Збройних Сил України та Національної гвардії України в зоні проведення антитерористичної операції та операції Об'єднаних сил. Розкрито перспективи обов'язкового запровадження системи цивільно-військового співробітництва (Civil-Military Cooperation, CIMIC) у процесі виконання завдань за призначенням формуваннями Національної гвардії України у ході збройного конфлікту. The main factor that will influence the creation of a system of civil-military cooperation at the tactical and operational levels has been identified. The results of the analysis of the main factor that will directly affect the commander?s intent to create a system of civil-military cooperation during special operations and combat actions are considered. The analysis of the guiding documents showed that the procedure for involving civil-military cooperation units of the National Guard of Ukraine and the tactics of their actions during the performance of combat missions as assigned during the settlement of armed conflicts are not defined. In the normal security situation conditions (normal operational situation, in the absence of collision with the enemy and in normal conditions, including criminogenic situation) civil-military cooperation units will be able to conduct their activities almost without restrictions, using a set of technologies to influence the civilian environment. Civil-military cooperation activities in situations of medium complexity (I Option), and in difficult situations (II Option) will be organized in the other way. Both options can be considered as basic scenarios for the involvement of civil-military cooperation forces during during special operations and combat actions. The variants of the procedure for involving the forces and means of civil-military cooperation of the National Guard of Ukraine in combat formations in the course of special operations and combat actions developed and improved during the research are considered. Typical schemes and descriptions of the order of actions of forces and means of civil-military cooperation of the National Guard of Ukraine in combat formations during special operations and combat actions during the armed conflicts settlement are proposed for consideration.
Three basic components , which directly affect the achievement of goals and the effective performance of the tasks of the civil-military cooperation are considered. A brief analysis of the existing practices of evaluating the activities of civil-military cooperation structural units and the evaluation methodology used by civil-military cooperation specialists of the Armed Forces of Ukraine was carried out. The existing indicators of the effectiveness of the results of civil-military cooperation activities were analyzed. Presented an improved list of criteria for the effectiveness of civil-military cooperation activities, taking into account the specifics of the tasks assigned to the National Guard of Ukraine and a list of possible indicators of positive dynamics (positive changes in the situation) as a result of the operation of the system of civil-military cooperation of the military formation of the National Guard of Ukraine while the performance of assigned tasks, during the settlement of the armed conflict. An improved methodology for assessing the impact of the activities of civil-military cooperation units on the performance of assigned tasks by the formations of the National Guard of Ukraine during the settlement of the armed conflict is proposed.
The conditions of detention of prisoners of war who are the citizens of the Russian Federation and are held in the institutions of the State Penitentiary Service of Ukraine have been analyzed. The typical character of the behavior of servicemen of the Armed Forces of the Russian Federation from the moment they were captured was considered. Examples of the use of servicemen of the Russian Federation after returning from custody (exchange) in the interests of enemy's propaganda and re-engagement in hostilities on the territory of Ukraine are given. The prospects for the emergence of protest movements within the Russian Federation are considered in view of the examples of the past and the realities of the present. A number of special activities, which are expedient to carry out with prisoners of war of the Russian Federation during their custody in places of detention on the territory of Ukraine, are proposed for consideration. Historical, legal, information-propaganda, religious, social, political, and intelligence-recruitment activities are appropriate to be considered such measures. Prospective results of the proposed special activities with prisoners of war and their possible consequences after return from custody (exchange) are considered.
