The purpose of the study is to analyze the system of state regulation measures for the agro-industrial complex of the Kostanay region and determine its role in ensuring sustainable development of the agro-industrial complex.Methods. The analysis of the main economic indicators of agricultural production of the Kostanay region, the types of subsidies for the agro-industrial complex of the region, state non-repayable support funds, targeted state financing. Results. It was revealed that to support the development of the agro-industrial complex over the years of independence, in Kazakhstan, a number of state and industry programs were adopted, on the basis of which state policy in this area was built. Today Kostanay region is one of the largest producers of agricultural products and makes a worthy contribution to ensuring food security of the country. In the republican gross grain harvest, the Kostanay region takes the 3rd place, in terms of the number of livestock and production of basic livestock products, the region occupies one of the leading places among the regions of the country. However, despite the positive dynamics of most industry development indicators, it is still far from achieving many of the goals set. One of the main instruments of state regulation of the agro-industrial complex of the region today is a system of direct payments to agricultural producers, or subsidies. Agriculture is subsidized today as an economic incentive for the development of its industries.Scientific novelty lies in assessing the effectiveness of the implementation of state programs for the development of the agro-industrial complex in relation to the Kostanay region of the Republic of Kazakhstan.
Abstract. Goal. Assessment of the current state of the agro-industrial complex of Kazakhstan, its role in ensuring the country's food security, substantiation of the directions of its development and minimization of threats to food security. Methods. In the course of the study, analytical and economic-statistical methods, general scientific methods of systemic, comparative and structural-logical analysis were used. Results. The article presents the results of an assessment of the current state of agriculture in the Republic of Kazakhstan and the main criteria for the country's food security: dynamics and volume of sown areas, livestock and poultry, crop yields, dynamics of crop and livestock production, volumes and dynamics of imports and exports of food products, the level depreciation of fixed assets and provision of agricultural producers with machinery. The main problems of agricultural production are identified, the threats to the country's food security are identified. Measures of state support and state regulation of the agro-industrial complex of the country aimed at its further development, increasing the efficiency of its activities, increasing the competitiveness of domestic products in the domestic and foreign markets, saturating the domestic market with socially significant food products in order to ensure the country's food security are disclosed. The trends in the development of the agro-industrial complex within the framework of the main state development programs are given: Concepts for the development of the agro-industrial complex of Kazakhstan for 2021–2030 and the National project for the development of the agro-industrial complex for 2021–2025. Scientific novelty lies in the study of the problems of the country's food security and the sustainable development of the agro-industrial complex, and the determination of the main directions for the development and state support of agricultural production in order to increase the level of the country's food security.
The research sets out the theoretical and methodological foundations of state property management. The use of privatization as the main tool for managing the public sector of the economy is shown, as a proof of which, a review of studies on reforming the economies of various countries is carried out, the main methodology and the results are shown. The authors chose a dynamically developing country of the post-socialist space as an object of research, where an unsuccessful attempt to reform the public sector has already been made, and today, the second one is being conducted. The study uses statistical data from 1991-2004 and 2014-2018, in the context of two periods of privatization of Kazakhstan. The authors give preliminary results of the current reform of the privatization of property and give alternative ways to reduce the public sector of the economy. It is concluded that the problem of quantitative and qualitative growth of the public sector can be solved not only through privatization, but also by maintaining restrictions and requirements on state-owned companies. In the end, this will lead to the promotion of healthy competition; improving the investment climate; increasing business activity and labor productivity, which is so necessary for countries with developing economies.
