Цель статьи состоит в идентификации и анализе рисков, присущих цифровым деньгам, и определении научных подходов и инструментов управления обозначенными рисками. Авторы используют общенаучные и специальные методы исследования, включая сравнительно-правовой анализ и метод систематизации, а также методы экономической теории: позитивного анализа и научной абстракции. Выделены стратегические вызовы и ориентиры в развитии цифровых денег в Российской Федерации. Показаны отличие и общие черты цифровых и электронных денег. На основе сравнительного анализа характеристик частных и национальных цифровых денег сделан вывод, что цифровые деньги центробанков обладают большей гибкостью и более надежны для потребителей, чем частные криптовалюты. Систематизированы риски обращения цифровых денег на микро-, мезо-и макроуровнях, а также необходимый инструментарий для управления ими. Авторы отмечают, что для частных криптовалют более характерны экзогенные инструменты управления рисками, а для цифровых денег центральных банков актуальны эндогенные инструменты, в частности разработка соответствующей конфигурации цифровой валюты центробанка. Результаты исследования могут быть полезны для пользователей цифровых денег, а также для государственных органов при реализации политики в области регулирования эмиссии и обращения цифровых денег в России. Insurance is an essential financial instrument of a risk management system that helps to reduce uncertainty about future financial performance and mitigate consequences of various undesired events. However, the low level of financial literacy in general, and the insurance culture in particular, severely limits insurance market development in Russia. The development of new insurance products that would be understandable and transparent to a consumer is the most relevant issue in this area. The development of the insurance market in the short term is oriented towards the application of new technologies in companies seeking to establish themselves as leaders in the market. Distributed ledger technology (the so-called blockchain technology) is among them. Blockchain technology has characteristics such as stability and equity of participants, the ability to draw up "smart" contracts, which enables its use in the Russian insurance sector. The paper analyzes the possibility and the prospects for the use of the blockchain technology in the insurance sector, and presents available cases of development of insurance products based on technology referred to above. Such products may have a decisive superiority in the market since they reduce time and financial expenditures for the consumer. The insurance sector also has a number of advantages of using blockchain in the form of reduced organizational costs and simplified internal and external interaction with contracting parties. The paper contains an authors' study of the risks that accompany the use of the blockchain technology in the insurance sector. The risks identified on the basis of expert opinion have been identified and ranked, their forms of appearance and vulnerable actors have been presented. In accordance with research findings, the authors conclude that there is a need to develop methods to manage and mitigate new risks which accompany the introduction of digital technologies.
Исследуются правовые основы эмиссии и обращения цифровых денег в России и за рубежом, оцениваются российские нормотворческие инициативы. Делается вывод о невозможности легализации частных цифровых денег (криптовалют) как законного платежного средства в России без необходимых внесений изменений в Конституцию РФ. По мнению авторов необходимо поставить вопрос о расширении законодательных возможностей Банка России по выпуску национальных цифровых денег. The paper discusses the key directions and nature of the development of financial systems influenced by the digital economy and society. An analysis of the individual components of the financial system has been carried out and the nature of digitization in each of them has been identified. As a result, four key trends in the development of the financial system driven by the digital economy have been highlighted. The first trend: strengthening the role of remote interaction between financial institutions and end-users of financial products and services. The second trend: redistribution of the financial services market manifested in enhanced horizontal integration of financial institutions. The third trend: changing consumer behavior, requiring a review of existing business processes and regulations, and the development of the technological basis of the financial system. The fourth trend: the blurring of distinctions between the financial system and other sectors of the economy manifested in the partial substitution of traditional finance companies by high-tech companies. Digitization has been shown to have a definite positive impact on the financial system, making it more efficient, accessible, flexible and transparent. However, working with the digital financial system requires the user to have appropriate digital and financial competencies. This gives rise to the problem of managing the awareness-building of population and providing assistance to the most disadvantaged groups.
