Based on the analysis of the works of national and international scientists and professionals available in the bibliography, the article aimed to reveal a conceptual vision of the application of innovative approaches to the training of public servants in a decentralized environment. Emphasis is placed on solving the urgent problem of public administration that is expressed in the professional capacity of those who form and implement public policies to solve socially significant problems under indeterminate conditions during the implementation of the decentralization reform in Ukraine. Methodologically, the text document analysis technique was used. The authors propose a professional training program for public servants, including community leaders, which is a synthesis of methodological techniques, as well as modern personnel technologies, such as: change management, design thinking, gender approach, human resource management , HR management, time management, etc. By way of conclusion, the convenience of using innovative approaches that meet the needs of each consumer of public services and can ensure effective and competitive development of the territories is verified. Furthermore, the article reveals the conceptual provisions that should form the basis of a new model of public service.
Purpose. To use the comparative approach to study the compliance of legal regulation of labor protection in the European Union and Ukraine, as well as on the basis of the results to formulate a strategy for the development of the legislative framework for labor protection in Ukraine. methodology. The authors built their research on the possibilities of the comparative approach. Two principles were used as the main ones: a) the principle of comparability of the phenomena, institutions and departments; b) the principle of correspondence between different levels, forms and types of elements of the compared systems. findings. The authors considered the possibility of a comparative approach, by which they compared the meanings of the term "labor protection" in Ukraine and the European Union. The authors proved their inconsistency, as well as the need to abandon the use of the term "labor protection" in favor of the term "occupational safety and health", which is used in laws and regulatory documents of the European Union. The authors formulated the main directions of the new strategy of legal regulation of labor protection in Ukraine. originality. The use of a comparative approach when considering the compliance of legal regulation of occupational safety and health in the European Union and Ukraine allowed: 1. Proving the need to replace the term "labor protection" with the term "Occupational safety and health" which is used in laws and regulations of the European Union. 2. Formulating a strategy for the development of the legislative framework for occupational safety and health in Ukraine for its adaptation to the fundamental principles legalized by the European Parliament. Practical value. The results of the study develop the legislative framework for labor protection in Ukraine, as well as adapt it to key directives, guidelines and standards of the European Union, the United Nations, the World Health Organization, the Interna tional Labour Organization and other authoritative international organizations and institutions. The study eliminates the legal conflict existing in the Ukrainian legislation on labor protection, which violates the work of the legal system and infringes on the rights of citizens.
Using a documentary-based methodology, the aim of the study was to identify the key features of the functioning of the legal system in the context of digitization processes. The rapid growth of information volumes, the formation of information sets and databases, the intensive development of digital technologies, their widespread introduction in various spheres of public life, their mediation in a growing number of areas and types of social interaction, the activities of state and public institutions are a significant factor in the development of modern society, forming a "digital" reality. It is concluded that, in the conditions of the new reality, the law becomes not only a means, a tool ensuring digitalization of economy, management and other segments of social life, but also, an object of influence of "digitalization", by virtue of which it undergoes changes in its form, content, system, structure, mechanism of action and shows tendency to intensify emerging transformations. As a result of the study, the current trends and prerequisites for the characteristics of the functioning of the legal system in the context of digitization processes were investigated.
Abstract. The tourism industry occupies an important place in the development of many countries around the world. Revenues from the provision of tourist services support about 50 related economic activities, which employ about 5% of the working population. Despite the gradual recovery of the economy caused by hostilities in eastern Ukraine during 2015—2020, its sharp decline in 2020, following the declaration of a global pandemic, was perhaps the largest in the last 20 years. The tourism industry has undergone significant transformations. If in 2019 the export of tourism amounted to 29.3 million people, a year later it was 2.5 times less. A similar deterioration is observed in tourism imports, where the decline in 2019/2020 ranged from 13.7 million to 3.4 million, respectively. The decline in tourist flows to Ukraine and abroad has caused negative chain changes in the functioning of Ukraine’s largest transport carriers. Thus, the fall in passenger air traffic in 2020 by 64.2% led to an increase in losses by UAH 0.4 billion in the national airline Ukraerorukh, the fall in passenger traffic by rail by 64.2% increased the loss by UAH 14.9 billion in PJSC Ukrzaliznytsia. And if air travel is more focused on the export of tourist flow, then rail transport is focused on the domestic market. Thus, the program of development of air communication within national borders needs detailed revision. At the same time, the closure of the Ukrainian border and the limited ability to travel have attracted the Ukrainian tourism market. During 2020, there was an increase in the cost of leisure services by an average of 25—30%, with the same quality of services provided. Due to the underdevelopment of premium-class recreation, approaches to investing in the expansion of this segment need to be reconsidered. The lack of sufficient investments of the state and business in the development of roads, reduces access to many quality places of nature, architectural monuments and so on. Thus, making appropriate adjustments to the development programs of the tourism industry at the national, regional and local levels becomes a priority in bringing the quality of tourism services to a new level and will provide an opportunity to increase revenues from the provision of tourism services.
