Importance The article deals with the issues of interregional cooperation between the RF Northwestern Federal District regions. Objectives The paper aims to identify the problems and prospects of development of the interaction of peripheral regions with low population density focusing on the improvement of their socioeconomic development in the context of reduction of foreign trade activities. Methods For the study, I used the methods of generalization of research materials, evaluation, comparison, correlation analysis, and the content analysis. Results As a result of interregional cooperation estimation in target regions, I have revealed certain perspectives of such cooperation development and systematized them into 3 groups: improvement of management support; adaptation of federal and sub-federal legislation; intensification of economic cooperation in priority sectors of regional socioeconomic development. Conclusions and Relevance Interregional cooperation factor is underestimated in the strategic management of socioeconomic development of peripheral regions of the Northwestern Federal District. I offer certain recommendations on a number of economic, legal and institutional measures to enhance the interregional interaction in such regions aiming at improving their socioeconomic development. The research results can be used and implemented by the authorities in strategic management of regional socioeconomic development.
The subject of the research is the regional industrial policy of import substitution and export support in constituent entities of the Russia. The hypothesis of the research is as follows: poor performance of the regional industrial policy implementation in 2014-2018 in the Russia is associated with the parallel implementation of the two policies types: import substitution and export support. The goal of the research is to develop theoretical and methodological approaches to the implementation of the regional industrial policy of import substitution and export support. To achieve the goal, the following methods were used: the world economic literature and the best foreign practices analysis, comparative and historical analysis of the legislation of the Russia, correlation analysis of import substitution policy results and export support results in constituent entities of the Russia. As a result of the study, the models and types of regional industrial policy of import substitution and export support were classified, and the types of export-oriented import substitution policy were introduced. As a result of approbation of the scientific results, gaps between the declared and implemented models and types of industrial policy in the regions of Russia were revealed. The conclusion was drawn about the imperfection of the strategic management system of the industrial policy in the constituent entities of the Russia, and recommendations for such system optimization were given. The results obtained may be used by executive authorities of the Russia constituent entities in the development of regional state programs in the field of industrial policy.
The article explores interregional sectoral cooperation in provincial regions of the North-Western Federal District (interregional cooperation in “center- periphery” format is not considered in the research). The article is aimed at developing theoretical and methodological support for interregional sectoral cooperation. The research subject includes interregional sectoral cooperation of the North-Western Federal District provincial regions. The hypothesis of the research is defined as follows: the comparison of the closeness of economic integration and economic coherence level makes it possible to identify the structure of interregional cluster and the interaction model inside it. The methodology of the research includes the following steps: determination of economic integration closeness by means of content analysis of target regions’ strategic documents; evaluation of target regions’ economic coherence level with the use of correlation analysis between the rates of gross regional product growth; developing proposal for creating interregional clusters for target regions. The research result is the models of interregional sectoral cooperation, created by the authors, as well as proposals for building up interregional clus- ters in Pskov region, namely manufacturing, construction and tourism cboth within the framework of the state governance and cluster management. The line for further research can be seen in the improving the methodological support for interregional cooperation in specific sectors of regional economy, in the first place, in the sectors which are recognized in provincial regions of the North-Western Federal District as the priorities of socio-economic develop- ment: agribusiness, forestry, and tourism.
